sub-division and preparation of proper registry books shall be paid by the
County Commissioners of the counties in which such sub-divisions shall be
made upon proper requisitions and vouchers presented by the Boards of
Supervisors of Elections. The boundaries of said additional precincts estab-
lished under this section shall be made known by advertisement in two
newspapers in said counties, once a week for three successive weeks, before
the first day of September in each year, in which such sub-division is made,
said newspapers to be designated as provided in other cases under this
Article where advertisements are required to be made in at least two news-
papers; provided, however, that nothing in this section shall be construed
to alter or change the boundaries or location of any precinct as now estab-
lished by the several Boards of Supervisors of Elections, and all precincts
as now located and laid out or sub-divided by the Supervisors of Elections
be and the same are hereby sanctioned, ratified and confirmed; provided,
however, that nothing in this section shall be construed to prevent the sev-
eral Boards of Supervisors of Elections in the counties of this State.1

Under this section, supervisors are authorized not only to sub-divide election districts
by providing additional districts, but also to change the area and boundaries of those
already existing, and to establish new polling places and to have new registry books
prepared. This authority may be exercised from time to time as public convenience
requires. Brome v. Dorsey, 99 Md. 608.

175. The Board of Supervisors of Elections of Baltimore City and the
Board of Supervisors of Elections of the several counties shall have power
whenever more than 600 persons are registered in any one election precinct
or in any election district which may not be divided into election precincts,
to provide one additional polling place in each such election precinct
or district; and whenever the several Boards of Supervisors of Elections
shall designate an additional polling place in any election precinct or in
any election district not divided into precincts they shall appoint judges
and clerks of election therefor, as in this Article provided, who shall have
all the powers, perform all the duties, be subject to all the responsibilities,
and be liable to all the penalties prescribed in this Article for judges and
clerks of election. Whenever an additional polling place is provided for
any such election precinct or election district, it shall be the duty of the
Board of Supervisors of Election to cause an additional set or sets of
books to be prepared, containing the names of registered voters transcribed
from the original books. One set of books shall contain the names of voters
whose surnames begin with the letter "A" down to and including those
whose surnames begin with the letter "J." The other set of books shall
contain the names of registered voters whose surnames begin with the let-
ter "K", down to and including those whose surnames begin with the
letter "Z." One set of books shall be used in each of the polling places
designated as provided for in this section. All the members of the Boards
of Supervisors of the counties or the City of Baltimore, as the case may
be, shall sign their names to the books which contain the names copied
from the original books for such polling places in the hands of said super-
visors, and shall duly certify that such sets of books so copied contain all
the names of the persons entitled to vote in such election precinct or dis-
trict, such said certificate shall appear on the blank line next following
the last name in each letter of the alphabetical list of names in the new
