And no attorney's fee shall be taxed as a part of the costs in any such
cases. He may be removed and other counsel may be appointed in his place
for the same purposes and with the same salary at the discretion of said
board.

172. The Board of Supervisors of Elections of Washington County
shall annually on the first day of June in each year appoint some prac-
ticing member of the bar of Washington County to act as general counsel
for said board, and for the officers of registration and judges of election,
appointed by them in all matters and proceedings pertaining to their
duties and to appear for and defend said Board of Supervisors, officers of
registration and judges of election at the hearing of all petitions and suits
which may be filed or brought for or against them under the provisions
of Article 33 of the Code of Public General Laws of Maryland, title
"Elections," or involving their rights and duties thereunder. Eor his
services as such general counsel he shall receive an annual salary of not
less than one hundred and fifty dollars ($150.00) which salary may be
increased by the County Commissioners of Washington County, and shall
be paid by said County Commissioners. The said general counsel shall
hold his office at the pleasure of the Board of Supervisors of Elections of
Washington County, and may be removed by said board in their discretion
at any time, and upon such removal, the said Supervisors shall be author-
ized to appoint other counsel. He shall not receive any other compensation,
emolument, pay, fee, appearance fee or recompense of any kind what-
soever for his services as such general counsel, and no attorney's fee
shall be taxed as a part of the costs in any case in which he appears as
such general counsel.

173. The boundaries of the election districts of the counties and of
the wards of Baltimore City shall remain as now established by law,
but before the first general registration held under this Article, and before
every subsequent general registration, or whenever in the judgment of
the Board of Supervisors of Elections of Baltimore City it shall be deemed
expedient, it shall be the duty of said board to divide and establish pre-
cincts in the said wards, as in the judgment of said board shall best pro-
mote the convenience of voters; provided, that no precinct in which paper
ballots shall be used, upon the basis of the registry of voters in use at the
election in the next year preceding that in which such precincts are di-
vided and established, shall contain over four hundred and fifty registered
voters in the city. In dividing and establishing precincts in the City of
Baltimore, the new precincts shall conform to the boundaries of the legis-
lative and congressional districts established by law. The precincts of
each ward shall be numbered from one upward, consecutively. The boun-
daries of said precincts shall be made known by advertising in one or more
newspapers in said city one time and at least seven weeks before the day
of the next general election following the establishment of the new boun-
daries. Such additional books of registry and such copies of original books
of registry of the year 1903, as are provided by the said Board of Super-
visors of Elections under the provisions of this section, and the original
