53. The Supervisors of Election shall supply the boards of registry
with the registration cards or loose-leaf pages and any other forms required
in the same manner as they have heretofore supplied registration books
and the registration of voters shall be conducted in every particular as else-
where prescribed by law, except that cards or loose-leaf pages shall be used
instead of books. If any applicant for registration is found to be dis-
qualified the original and duplicate cards shall be marked "Cancelled", and
a memorandum as to the cause of disqualification shall be made on said
cards. When such cards or loose-leaf pages have been duly filled out
and both the original and duplicate registration cards have been signed
by the applicant for registration in the presence of the four registrars,
and returned to the Board of Supervisors of Elections, which shall be
done before the end of any week in which any registration shall take place,
the original and duplicate cards shall be filed in different filing cases or
loose-leaf binders. The original forms shall be arranged by precincts in
alphabetical order and shall constitute the precinct register for use in
polling places on election day. The duplicate forms shall constitute the
permanent office record of the Board and shall not be open to public inspec-
tion except in the presence of a clerk of the Board and shall not be removed
from the office of the Board except on order of Court. The registration
records shall be kept open to public inspection under reasonable regula-
tions at all times when the office of the Board is open for business, except
that, during the thirty-five days preceding and the ten days following an
election, such records shall not be open to public inspection except upon
the special order of the Board.
The binders containing the precinct registers shall be securely locked and
the keys safely kept by the Supervisors of Election; and the cabinets con-
taining the duplicate forms shall also be securely locked, and neither the
binders nor cabinets shall be unlocked except on the authorization of the
Supervisors and then only by a clerk or other employee of said Board.
The duplicate forms shall be arranged, for the entire city, in alphabetical
order, with an adequate form of visible index system, to be prescribed by
the said Supervisors of Election.
At the time of registration, a card, with the name and address of the
voter inserted, and certifying to the ward and precinct in which such voter
is registered, shall be signed by one of the members of the board of registry
and given to the voter, after having also been signed by such voter in the
presence of the board of registry, and such card shall be prima facie evi-
dence that such voter has been properly registered. If any person is found
to have registered more than once, the additional registration forms shall
be cancelled by the Board.
If, upon receipt by the Board of Supervisors of Election from any Board
of Registry of any form containing information which shows that the appli-
cant to whom such form relates was not entitled to register in the precinct
in which he or she has registered or which creates a doubt as to such right,
said Board of Supervisors shall cause a notice to be mailed to such appli-
cant, directing him or her to appear within such reasonable time as shall
be named in such notice. Upon the appearance of such applicant or upon
his or her failure to appear within the time so named, his or her regis-
tration shall be cancelled, unless it shall clearly appear that such applicant
is entitled to register in the precinct in which he or she is registered or in
another precinct of Baltimore City, in which latter event the form shall be
