registration in Baltimore City, who was a registered voter in any elec-
tion district or precinct in any county of the State at the close of the last
preceding registration in said City, he or she shall be required, before
he or she shall be entered as a qualified voter, to produce and file a removal
certificate in the form set forth in Section 72 of this Article, and except
that the hours of such registration shall be from 12 o'clock noon to 10
o'clock P. M. Provided, however, that the several Boards of Registry in
said City shall, in addition to the days heretofore mentioned, sit on the
first Tuesday in September of the year 1940 and on the Saturday next
following said Tuesday, between the hours of 12 o'clock noon and 10 o'clock
P. M., for the registry of voters who are entitled to vote in said city but
who have not registered on the dates heretofore prescribed or who have,
since so registering, removed into another Legislative or Congressional
district six months or more prior to the day of the general election.

There shall be no general revision of the registration which shall take
place on any of said days except in accordance with the provisions of Sec-
tion 57 of this Article.

For the purpose of such registration, the Supervisors of Elections shall
furnish each board of registry such printed forms, blanks, cards, supplies
and equipment as shall be necessary to carry out the provisions hereof relat-
ing to the registration of voters.

51. It shall be the duty of the Board of Supervisors of Election of Bal-
timore City, not later than February 1, 1939, to prescribe the style, form,
color, quality and dimensions of all forms, cards and records required to
provide for the permanent registration of voters as herein provided, said
forms, cards and records to conform to the provisions of Sections 52 and 53
hereof, and to prescribe the requirements of the cabinets, binders and other
equipment needed for filing the original and duplicate registration cards,
but said Board shall not prescribe any particular design or make for such
cabinets, binders or other equipment. The Supervisors of Election of Balti-
more City, with the approval of the Board of Estimates of Baltimore City,
shall proceed as soon as practicable to purchase all such forms, cards, rec-
ords, cabinets, binders and other equipment as prescribed by said Super-
visors of Election; and the expenses of all such purchases shall be audited
and paid in the same manner as prescribed for salaries and other expenses
by Section 3 of this Article.

52. Registration forms or cards shall consist of an equal number of
original cards or loose-leaf pages of one color and duplicate cards or
loose-leaf pages of another color which shall be of a size adequate to contain
the information required by Section 19 of this Article. Provision shall be
made either on the front or back of the registration cards or loose-leaf
pages for recording the fact that registered voters have or have not voted
at each general, special or primary election, and space shall be provided
for such recording for a period of not less than twelve years. When a
voter votes either at a primary or general election, the letter "V" shall
be written in the proper space. Provision shall also be made on the front
or back of the registration cards or loose-leaf pages for showing subsequent
changes in address.
