purpose and shall be attested by the oath of such qualified voter and shall
remain in the permanent possession of the respective Boards.

In Washington County the two members of the Permanent Board of
Registry, of opposite political parties, shall sit for the purpose of hearing
applications for changes in such registries, or challenges of the right to
vote of persons on such registry, on the Tuesday three weeks before an
election between the hours of 10.00 A. M. and 4.00 P. M., and such other
hours as the Board of Supervisors of Election of Washington County may
designate for the purpose. If all such applications or challenges be not
determined on that day, such members of the said Board shall sit during
the same hours on succeeding days until all cases are heard and decided. If
such members of said Board are unable to hear all such cases within one
week from the time when such sessions shall commence, the Supervisors
of Election shall appoint one or more Boards of two members each of
opposite political parties to aid in hearing such applications or challenges,
the said members to be appointed for each Board shall be appointed, one
by the supervisors representing the majority party, and one by the super-
visor representing the chief minority party, as the said parties are now
constituted in this State. On Tuesday three weeks preceding each general
election, the Supervisors of Election of Montgomery County shall appoint
in the several precinct or election districts such supplemental Boards of
Registry, as they deem necessary. These supplemental Boards shall be of
two members, each of opposite political parties and shall be appointed one
by the supervisors representing the majority party, and one by the, super-
visor representing the chief minority party, as the said parties are now
constituted in this State. Such persons shall be paid Eight Dollars per
day each day served in Montgomery County and Six Dollars per day for
each day served in Washington County and their salaries shall be audited
and paid in the same manner as prescribed for salaries and other expenses
by Section 3 of this Article. These supplemental boards shall sit for the
sole purpose of revising the registry of voters and no new names shall be
added, except where the applicant produces a removal certificate, and all
such applicants who produce such removal certificates on Revision Day
shall be entitled to registration on that day in like manner as if they
had applied for registration on a regular registration day. Persons whose
right to register has been challenged and persons whose names, it is alleged,
have been erroneously omitted from the registries shall be notified by the
Permanent Board of Registry to appear, in person or by counsel, by notice
in writing, stating the time and place of hearing and sent by mail to such
persons, addressed to their respective addresses as shown on the register
of voters. It shall be the duty of the Chief of Police of Montgomery County
to have served by the members of the Police Department of said County
and it shall be the duty of the Sheriff of Washington County to serve or
have served, and they are hereby authorized and directed to serve said
citations upon such persons before the following Tuesday, and if they can-
not be found at the place of residence designated upon the registry, then
notice shall be left there, if such place of residence can be found; and
returns shall be made by said police and sheriff, as the case may be, on
duplicate copies of said citations in the same manner as court summons for
witnesses and said returns shall be made returnable to the Permanent Board
of Registry of Montgomery or Washington Counties, as the case may be;
it shall be the further duty of said Permanent Boards of Registry to check
carefully for duplication of citations, and in the event that any person is
