48. At the close of each calendar year, beginning with the close of the
year 1940 in Montgomery County and beginning with the close of the year
1944 in Washington County, in which there has been a primary or general
election, the permanent board of registry shall examine the entries of the
several precincts for the purpose of eliminating the names of persons who
have died or have removed from the County. It shall be the duty of said
Board of Permanent Registry to remove the registration cards or forms
of registered voters who have not voted at least once at a primary, general
or special election in the four preceding calendar years, from the original
and duplicate files and place in a transfer file, and a printed postcard
notice of the fact, with the information that his or her eligibility to vote has
been cancelled by reason of his or her failure to vote for four calendar
years, and that the voter must re-register in order to be eligible to vote,
shall be sent to the last known address of such voter.

On the last day of July and the last day of January in each year, begin-
ning with the last day of July in the year 1939, the Clerks of the Circuit
Courts of Montgomery and Washington Counties shall certify, under seal
of their office, to the Permanent Boards of Registry of their respective
counties, a list showing all persons convicted in said respective Courts of
infamous crimes; and on the last day of July and the last day of January in
each year, beginning with the last day of July in the year 1939, the Health
Officers of Montgomery and Washington Counties shall certify to the Per-
manent Board of Registry of said respective counties a list showing the
names of all persons reported deceased in said respective counties, said
list to cover the period from the last report to date; whenever the death or
conviction of larceny or other infamous crime of any registered voter shall
be reported to said Permanent Board of Registry, it shall cause to be
mailed to the address of such voter, as it appears upon the registration
records a notification that such death or conviction has been reported to
said Board, and that, upon failure to deny such death or conviction, within
two weeks of the mailing of such notification, the registration of such voter
will be cancelled, and, upon such failure, said Board of Registry shall
remove the cards or forms of said persons from the registry and place same
in a transfer file.

Any voter of Montgomery or Washington Counties, on or before the
Tuesday, five weeks preceding a general election may file with the Perma-
nent Board of Registry at the Board's office, or with any supplemental
Board of Registry which the Supervisors of Election may appoint, objec-
tions to the registration of any person who, he or she has reason to believe,
is not eligible to vote, or a request for the addition of any person whose
name has been omitted or who has been erroneously dropped from the reg-
istries of any precinct of said Counties.

Application for the correction of any such precinct registry, or a chal-
lenge of the right to vote of a person named, or the addition of any person
whose name has been omitted or who has been erroneously dropped from
the precinct registries, may be made by any qualified voter of the Counties
at the offices of the Boards not later than on or before the Tuesday five
weeks preceding a general election; providing, however, that no such appli-
cation may be made or will be accepted ten days prior or ten days after
any primary or special election. Such application or challenges, with the
reasons therefor, shall be filed on forms provided by the Board for that
