a contract for the grant of money in aid of construction of such public
works project, with the Federal Agency provided in sub-section (a) Sec-
tion 11 of this sub-title.
(c) To levy fees, rents, tolls, or other charges for the use of or in con-
nection with any public works project, subject to and in accordance with
such agreements with holders of bonds as may be made as hereinafter
provided.
(d) To assess, levy and collect unlimited ad valorem taxes on all prop-
erty subject to taxation to pay any bonds, and the interest thereon, issued
to finance any public works project, subject to the limitations and condi-
tions prescribed in this sub-title.
(e) To assess, levy and collect a special assessment either on the basis
of front feet or assessed value, on all property either adjacent to or bene-
fited by any public works project, such assessment to be sufficient to repay
or to reimburse such municipality for the repayment of the whole of the
funds borrowed for the construction of such public works project together
with interest thereon, or such part thereof as the governing body of the
municipality shall determine to be equitable, the balance, if any, to be
payable from a general tax provided for in paragraph (d) of this section.
Such special assessment shall be payable either in a lump sum or in such
annual installments as the governing body for the municipality concerned
shall determine. All deferred annual installments shall bear interest
from the date of levy at such rate of interest as the governing body shall
determine. Such special assessments shall become liens from the date of
levy and the payment thereof shall be enforceable to the same extent and in
the same manner as is now provided by law with respect to the matter of
taxes authorized for such municipalities. Such special assessments may
be used for the purpose of paying for any public works project or may be
used for the purpose of redeeming bonds issued under Section 16 of this
sub-title, to provide funds for the construction of any public works project".
(f) To acquire by purchase, gift or the exercise of the power of eminent
domain and to hold and dispose of, any real or personal property, or in-
terest therein, in connection with any public works project, subject to
mortgages or other liens or otherwise, and to lease either to or from any
Federal agency any real or personal property, or interest therein, with or
without the privilege of purchase.
(g) To acquire by purchase, gift or by the exercise of the power of emi-
nent domain, and to construct, and to reconstruct, extend, replace, repair,
operate, maintain, embellish, develop, better or improve any public works
project; and to perform any such acts and to do any such things under,
through, or by means of its own officers, agents and employees, or by con-
tracts with private corporations, firms or individuals.
(h) To make such contracts and execute such instruments containing
such terms, provisions and conditions as in the discretion of the governing
body, of such municipality may be necessary, proper or advisable for the
purpose of obtaining or securing grants, loans or other financial assistance
from any Federal agency pursuant to the National Industrial Recovery
Act; to make such other, further or different contracts and execute all
instruments necessary or convenient in or for the furtherance of any
public works project, and to carry out and perform the terms and condi-
tions of any such contract or instrument.
(i) To enter on any lands, waters and premises for the purpose of mak-
ing surveys, soundings and examinations in or for the furtherance of any
public works project.
