DEBT—PUBLIC 1357

(c) The term "bonds" shall mean bonds, interim certificates or other
obligations of a municipality authorized by its governing body pursuant to
this sub-title.

(d) The term "law" shall mean any act or statute, general, special or
local, of this State, and shall include, without being limited to, the charter
of any municipality.

(e) The term "public works project" shall mean any work or under-
taking other than those works or undertakings incident or necessary to
the manufacture, generation, transmission, distribution and/or delivery
of gas and/or electrical energy in or by any municipality or county not on
December first, 1933, owning and operating plants and systems for the
manufacture, generation, transmission, distribution and/or delivery of
gas and/or electrical energy, not prohibited by the Constitution of Mary-
land, including but not limited to, all property, real and personal, appur-
tenant thereto or connected therewith, and the existing work of under-
taking, if any, to which such work or undertaking is an extension, addi-
tion, betterment, or improvement.

(f) The term "to construct" or "construction" shall include building,
constructing, reconstruction, erecting, replacing, extending, repairing, bet-
tering, equipping, developing, embellishing and improving, or otherwise
acquiring the benefits of the expenditure of moneys in respect of a public
works project.

(g) The term "National Industrial Recovery Act" shall mean the Act
of the Congress of the United States of America, approved June sixteenth,
nineteen hundred and thirty-three, entitled "An Act to encourage national
industrial recovery, to foster fair competition, and to provide for the con-
struction of certain useful public works, and for other purposes," and any
acts amendatory thereof, and any acts supplemental thereto, and revisions
thereof, and any further Acts of the Congress of the United States of
America to encourage public works, to reduce unemployment and thereby
to assist in the national recovery and promote the public welfare.

(h) The term "federal agency" shall mean the United States of America,
the President of the United States, the Federal Emergency Admin-
istrator of Public Works, or such other agencies as may be designated
or created to make grants or loans pursuant to the National Industrial
Recovery Act.

(i) The term "resolution" shall mean an Act of the governing body of
any municipality which (1) must be reduced to writing, (2) must be
adopted by a majority of all members of such governing body, (3) may
be finally adopted at the meeting at which it is introduced and take effect
immediately. No hearing, advertisement, publication or other Act shall
be necessary before any resolution shall become effective.

11. In addition to the powers which it may now have every munici-
pality shall have the power and is hereby authorized to construct any
public works project and also:

(a) To accept from any Federal Agency grants for or in aid of the con-
struction of any public works project.

(b) To contract debts or to borrow money and to issue and sell its
negotiable bonds therefor, in order to provide funds for any public works
project, provided, however, that no such debts shall be contracted and no
such money borrowed unless the municipality shall have first entered into
