DEAF, .DUMB AND BLIND 1347

"County Board" means the County Welfare Board of the several coun-
ties in this State or the Department of Welfare of Baltimore City, created
and existing under Article 88A of the Annotated Code of Maryland as
amended by Chapter 586 of the Acts of the General Assembly of Maryland
of 1935, and any amendments thereto or supplements thereof.

"Applicant" means a person who has applied for public assistance under
this sub-title.

"Recipient" means any person who has received public assistance under
this sub-title.

"Public assistance" means money payments to blind persons in need as
provided for in this sub-title.

13. (Duties of State Board.) The State Board shall:

(a) Supervise the administration of assistance to the needy blind under
this Article by the County Boards;

(b) Make such rules and regulations and take such action as may be
necessary or desirable for carrying out the provisions of this Article. All
rules and regulations made by the State Board shall be binding upon the
counties and shall be complied with by the respective county board;

(c) Prescribe the form of and print and supply to the county boards
such forms as .it may deem necessary and advisable;

(d) Cooperate with the Federal government in matters of mutual con-
cern pertaining to assistance to the needy blind;

(e) Make such reports in such form and containing such information,
as the Federal government may, from time to time require, and comply
with such provisions as the Federal government may from time to time
find necessary to assure the correctness and verification of such reports;

(f) Perform such duties as are imposed upon it by Article 88A of the
Annotated Code of Maryland as amended by Chapter 586 of the Acts of
the General Assembly of Maryland of 1935, and any amendments thereto
or supplements thereof.

14. (Duties of the County Boards.) The County Boards shall:

(a) Submit annually to the County Commissioners or the Mayor and
City Council of Baltimore, as the case may be, after approval by the State
Department, a budget containing an estimate and supporting data setting
forth the amount of money needed to carry out the provisions of this
sub-title;

(b) Perform such duties as are imposed upon them by Article 88A
of the Annotated Code of Maryland as amended by Chapter 586 of the
Acts of the General Assembly of Maryland of 1935, and any amendments
thereto or supplements thereof.

15. (Eligibility for Assistance to the Needy Blind.) Public assistance
shall be granted under this sub-title to any person who

(a) Lost his eyesight while a resident of the State, or shall have re-
sided in the State for a period of five (5) years during the nine (9) years
immediately preceding the filing of the application for public assistance,
