the previous year's certification by the Board of Directors of The Maryland
School for the Blind to the said counties and to the said city; and the Board
of county commissioners of said counties, and the Mayor and City Coun-
cil of Baltimore, shall pay to The Maryland School for the Blind, at
the end of each quarter of the calendar year an amount equal to fifty
($50.00) dollars for each blind minor or colored deaf minor committed to
the care and education of The Maryland School for the Blind, multiplied by
the number of blind minors and colored deaf minors, certified to the Trea-
surer of the respective counties and the Comptroller of Baltimore City by,
the Board of Directors of The Maryland School for the Blind as of the first,
day of January, April, July and October respectively in each year. Any
balance from said levy at the end of the year shall revert to the treasury of
said counties or said city, and any deficiency, if any, shall be included in;the
next succeeding levy and forthwith paid to The Maryland School for the
Blind. Taxes levied and collected in any county or the City of Baltimore
for the purpose named in this Section shall be used to defray the expenses of
the blind minors and colored deaf minors committed to The Maryland
School for the Blind, and shall not be transferred to any other fund by.the
city or county authorities.

10. Any blind person of the age of 21 years or more, desiring to
operate a legitimate business of any kind to provide a livelihood for him-
self and dependents, if any, may apply to The Maryland Workshop for
the Blind.

11. The Maryland Workshop for the Blind shall have authority to
issue licenses to blind persons who are citizens of the United States and at
least 21 years of age, for the operation of stands in all State, county and
municipal buildings for the vending of newspapers, periodicals, confections
tobacco products and any other articles, except alcoholic beverages. The
construction of said vending stands and the location thereof shall be such as
meets the approval of the custodian having charge of the building in which
the vending stand is to be located. The Maryland Workshop for the Blind
shall have full supervision and control over the operation of said vending
stands and shall, within its discretion, have full power as to who shall be
placed in charge of each stand and may, when it deems proper, provide the
equipment for said stand as well as an adequate initial stock of suitable
articles to be vended therefrom.
Any section, or any part of any section, of the Public Local or Public
General Laws of this State inconsistent with this section are hereby repealed
to the extent of such inconsistency.

12. (Definitions.) As used in this sub-title "State Board" means the
Board of Public Welfare, created under Article 88A of the Annotated Code
of Maryland as amended by Chapter 586 of the Acts of the General Assem-
bly of Maryland of 1935, and any amendments thereto or supplements
thereof.
