1937, ch. 70, sec. 611C.

698. The Board of Managers of Cheltenham School for Boys shall
consist of the Governor ex-officio for the time being, and fifteen members
as follows:

Willard W. Allen, Joseph C. Briscoe, Frederick Douglass, George Mc-
Donald and John O. Spencer, who shall serve for a period ending June 1st,
1938, or until their successors are duly appointed as hereinafter set forth;
Enoch Harlan, Howard C. Hill, John E. McCormack, Blossie R. Miller
and James E. Steuart, who shall serve for a period ending June 1st, 1939,
or until their successors are duly appointed as hereinafter set forth;
Joseph H. Blandford, Hal B. Clagett, J. Amos Davis, William H. Gibbons
and M. Hampton Magruder, who shall serve for a period ending June 1st,
1940, or until their successors are duly appointed as hereinafter set forth.
At the expiration of their respective terms, the Governor shall appoint suc-
cessors (and in his discretion the same persons may be appointed to suc-
ceed themselves) for the term of three years, and it shall be the duty of
the Governor to fill vacancies for the balance of the respective terms, caused
by 'death, resignation, refusal to act or removal from the State. Seven of
said Board of Managers shall constitute a quorum for the transaction of
business, and the said Board of Managers of the Cheltenham School for
Boys shall make rules and regulations for the government of said Institu-
tion not inconsistent with the laws of this State which they may deem
necessary and proper for the public welfare and the best interest of the
Institution and its inmates; and said Board of Managers may appoint
from their own body a president, a vice-president, and a secretary-treasurer,
who with two other members to be selected by the Board of Managers, shall
form an Executive Committee of five which shall have power to manage
the institution during the interval between meetings of the Board of
Managers.

The Board of Managers shall prescribe the duties of such officers and
Executive Committee and their compensation for their services.

699. The Board of Managers shall meet at the Institution at least once
each three months, and the Executive Committee shall meet at the Insti-
tution at least once each month, and those members of the Board of Man-
agers attending meetings shall be entitled to compensation not exceeding
$5.00 for an attendance at a meeting, plus mileage at the rate of five cents
per mile for traveling expenses, to and from their respective homes; and
the Board of Managers of the Cheltenham School for Boys shall appoint all
new employees from lists provided by the Commissioner of State Employ-
ment and Registration; provided, however, that upon the transfer of the
property as aforesaid the present employees of The House of Reforma-
tion shall become employees of the Cheltenham School for Boys, and shall
continue in the discharge of their present functions and duties as classified
service employees of the State of Maryland under Article 64-A of the
Annotated Code of Maryland title "Merit System", without need of special
examination as to fitness and they shall have all the rights and privileges
accorded State employees the same as if they have been State employees
from the time of their employment by the House of Reformation, or from
the time said Merit System went into effect; said employees to receive
such compensation as may be fixed by the Board of Managers, until, the
