House of Reformation.1

695. The House of Reformation is a body politic and corporate, and
by that name and style shall have perpetual succession, with the power
to have a common seal and to change the same at pleasure; to make con-
tracts relative to said institution; to sue and be sued; and by that name and
style shall be capable of purchasing, taking, holding and conveying any
estate, real or personal, for the use of said corporation, and to establish
by-laws and orders for the regulation of said institution and the preserva-
tion and application of the funds thereof.
Cheltenham School for Boys.1

696. There shall be established in the State an institution to be known
as the Cheltenham School for Boys. Said institution is hereby 'declared to
be a public agency of said State for the care and reformation of colored
male minors committed or transferred to its care under the laws of this
State. It shall be under the supervision, control and management of a
Board of Managers to be appointed as hereinafter provided.

697. The House of Reformation,1 a body politic and corporate of the
State of Maryland, in consi'deration of the State of Maryland assuming
its obligations to the colored male minors under its care and custody, is
hereby authorized and empowered to transfer its property real, personal and
mixed, reserving, however, out of the cash on hand and accounts receiv-
able as of October 1st, 1937, the sum of $30,000.00; and the Board of
Public Works of the State of Maryland for the consideration aforesaid,
is authorized, empowered and directed to receive a good and sufficient deed
transferring to the State of Maryland, as of October 1st, 1937, its said real
and personal property located at Cheltenham, Maryland, which shall thence-
forth be known as Cheltenham School for Boys.
The sum of $30,000.00 hereinabove referred to shall be held by the
House of Reformation, a body politic and corporate, and invested or re-
invested from time to time, only in bonds of the State of Maryland or of
its Cities or Counties; said fund to be under the control and management of
the Board of Managers of said House of Reformation, and to be disbursed
by said Board from time to time, in its discretion, both interest and princi-
pal, for the uses and purposes of the Cheltenham School for Boys, or for
the benefit of the past and present employees of said House of Reformation,
or both. Any unexpended balance of said fund, not used for the purposes
aforesaid within ten years from October 1st, 1937, shall be paid over by
said Board to the Treasury of the State of Maryland, and thereupon said
Board shall take steps to effect the 'dissolution of said body corporate.
