21. Nothing in this Article shall be construed or applied as to prevent
the sale of raw milk when otherwise complying with this Article.

22. The sections and parts of sections included in this Article are
hereby declared to be independent sections and parts of sections; if any
such section or part of section shall be held invalid such holding shall not
affect the remainder of this Article, nor the context in which such part
of section so held invalid may appear, excepting to the extent that an
entire section or part of section may be inseparably connected in meaning
and effect with the section or part of section to which such holding shall
directly apply. The intention and purpose of this Article as hereinbefore
defined extends to the regulation of the milk marketing industry of this
State to the full extent permitted by the constitutions of this State and of
the United States as applied to legislation enacted under the emergency
conditions described in this Article.

23. Any milk dealer engaged in business on the date on which this
Article shall take effect and any producer supplying milk to a milk dealer
doing business in this State whose application for license or permit duly
filed pursuant to the provisions of this Article, shall not have been disposed
of at the expiration of the period of thirty days mentioned in this section,
shall be entitled to continue in business under a provisional license or per-
mit issued in the manner and subject to the provisions of Sections 10 and
12 of this Article until such application has been finally disposed of. The
provisions of Section four of this Article shall not take effect until the
expiration of sixty days after the effective date of the Article.

24. In the exercise of the police power of the State and to protect the
public health and public welfare, it is hereby declared that the production,
transportation, delivery processing, storage, distribution and sale of milk
in the State is a business affecting the public health and affected with a
public interest, and it is hereby declared to be the legislative intent that
this Article shall be an emergency measure enacted for the purpose of
regulating and controlling the milk industry in this State for the protection
of the health, welfare and comfort of the inhabitants thereof.

25. This Article shall terminate on June 1, 1937, unless it is extended
by act of the General Assembly of Maryland.
