(d) A statement of the finances of the Board shall be rendered semi-
annually to the Governor of the State, and any surplus, in excess of the
current operating expenses at the close of the Board's fiscal year, shall be
paid to the Comptroller of the State.

425. Quorum of Board. Any investigation, inquiry or hearing or
examination which said Board is empowered by law to hold or undertake
may be held or undertaken by or before any two members of said Board
or its Secretary, and the finding or order of such members of said Board
or such representative, when concurred in by two members of the Board,
shall have the same form and effect as the finding or order of the whole
Board and shall be so considered.

426. Records of Board. The said Board shall keep a record of its
proceedings. It shall keep a register of applicants for certificates, show-
ing the name of the applicant, the name and location of his or her place of
occupation or business, and whether the applicant was granted or refused
a certificate. The books and records of the Board shall be prima facie
evidence of the matters therein contained, and shall constitute public
records. The original copy of all records shall be kept at the principal
office of said Board, and said principal office shall be located in Baltimore
City.

427. Sanitary and Safety Sides. The Board shall prescribe such sani-
tary and safety rules as it may deem necessary, with particular reference
to the precautions necessary to be employed to prevent the creating and
spreading of infectious and contagious diseases. It shall be unlawful for
the owner or manager of any beauty shop or school of beauty culture to
permit any person to sleep in or use for residential purposes any room
used wholly or in part as a beauty shop or school of beauty culture.

428. Fees. The registration fees for the issuance of licenses, with or
without examination, shall be as follows:
(a) Ten Dollars ($10. 00) for beauty shop owners, managers and
teachers.
(b) Two Dollars ($2. 00) for operators, manicurists and demonstrators.
(c) One Dollar ($1. 00) for students or apprentices.
(d) Fifty Dollars ($50. 007 f°r schools of beauty culture. Public and
parochial schools, however, are hereby declared to be exempted from the
payment of any license fees, but are subject to the other provisions of this
sub-title. Annual renewal fees shall be Ten Dollars ($10. 00) for shop
owners, managers, and school instructors; Two Dollars ($2. 00) for oper-
ators, manicurists and demonstrators; and Twenty-five Dollars ($25. 00)
