appropriated out of any funds in the treasury for such printing and for
the employment of any necessary clerical help in preparing and attending
to election business by this Article assigned to the office of the Attorney-
General and that of the Secretary of State. A price shall be fixed by the
Secretary of State at which copies may be furnished to purchasers.

134. The boards of supervisors of elections for the several counties
shall have power to employ an attorney, who shall also be the attorney for
the judges of election, whether acting as such or as registration officers,
to receive such compensation as shall be allowed by the county commis-
sioners upon the approval of the circuit court.

135A. The Board of Supervisors of Elections of Washington County
shall annually on the first day of June in each year appoint some prac-
ticing member of the bar of Washington County to act as general counsel
for said board, and for the officers of registration and judges of election,
appointed by them in all matters and proceedings pertaining to their
duties and to appear for and defend said Board of Supervisors, officers of
registration and judges of election at the hearing of all petitions and suits
which may be filed or brought for or against them under the provisions
of Article 33 of the Code of Public General Laws of Maryland, title
"Elections, " or involving their rights and duties thereunder. For his
services as such general counsel he shall receive an annual salary of not
less than one hundred and fifty dollars ($150. 00) which salary may be
increased by the County Commissioners of Washington County, and shall
be paid by said County Commissioners. The said general counsel shall
hold his office at the pleasure of the Board of Supervisors of Elections of
Washington County, and may be removed by said board in their discretion
at any time, and upon such removal, the said Supervisors shall be author-
ized to appoint other counsel. He shall not receive any other compensa-
tion, emolument, pay, fee, appearance fee or recompense of any kind
whatsoever for his services as such general counsel, and no attorney's fee
shall be taxed as a part of the costs in any case in which he appears as
such general counsel.

136. The boundaries of the election districts of the counties and of the
wards of Baltimore City shall remain as now established by law, but before
the first general registration held under this article, and before every
subsequent general registration, or whenever in the judgment of the board
of supervisors of elections of Baltimore City it shall be deemed expedient,
it shall be the duty of said board to divide and establish precincts in the
said wards, as in the judgment of said board shall best promote the con-
venience of voters; provided, that no precinct upon the basis of the registry
