195E.* The City Purchasing Agent shall designate one of the employees
in the Bureau to act for him, and to approve requisitions, contracts and
vouchers, in case of the temporary absence of the City Purchasing Agent
due to illness, vacation or otherwise.

195F.* No person in the classified City service employed by any
officer, board, commission, department, bureau or other municipal agency,
the powers and duties of which are transferred to some other department
or bureau by the provisions of this ordinance, shall be deprived of his or
her position and classification by the provisions of this ordinance, but all
such persons shall be transferred to the new department or bureau estab-
lished under the provisions of this ordinance. These provisions, however,
shall not apply to any person now in the classified service who may be
appointed by the Mayor, with the consent of the City Council, as head
of the bureau.

195G.* Should any section, part, paragraph, sentence or phrase of this
ordinance be declared invalid for any reason by any court having jurisdic-
tion, such declaration shall not affect the remainder of this sub-division
of this Article, but the same shall remain in full force and effect as if the
invalid section, part, paragraph, sentence or phrase had not been ordained
herein.

196. There shall be an official of the Mayor and City Council of Bal-
timore, to be known as the City Librarian. He shall be appointed by the
Mayor in the manner prescribed in Section 25 of this Charter, and hold
his office as therein provided. The said Librarian shall, under the super-
vision and direction of the City Register, take under his charge and keep-
ing all the books and documents of every description, and the archives,
records, papers and proceedings of the Mayor and City Council of Balti-
more, except as is 'otherwise herein provided, now in the possession of
other municipal officers, entrusted with them by the city, or which may
hereafter come into the possession of the city, and also all the ordinances,
resolutions and proceedings of the City Council after each and every
session thereof; and he shall arrange and classify, so as to be easily found
when needed, all the books, documents, records, papers, ordinances and

approved Oct. 22, 1926, under authority conferred by Ch. 418 of the Acts of 1924.
and under Resolution No. 4. approved Sept. 26, 1924, and approved bv the voters
at the November election, 1924. But see Article 11A of Constitution and Graham
v. Joyce, 151 Md. 298. The ordinance repeals all laws inconsistent with its provi-
