more City Hospitals, Sydenham or any of the using authorities; nor be
construed to apply to records and briefs printed for the City Law De-
partment.

The Central Purchasing Bureau shall make an annual report of its
work to the Mayor and City Council, together with such recommendations
as may seem advisable. The report shall give, in detail, information
relating to the purchases made for the using authorities.

Ord. 846 (1926-27).

195C.* All of the rights, powers, duties, obligations and functions re-
lating to the purchases of materials and supplies, except as provided in
kSection 1, conferred upon, or heretofore exercised by, any municipal
agency, and particularly the City Librarian, under the provisions of
Section 197 and Section 199 of the Baltimore City Charter, shall be
and are hereby transferred to and hereafter shall be exercised and per-
formed by the Central Purchasing Bureau. Nothing herein shall be con-
strued to abolish the office of City Librarian or to withdraw any powers
or duties than those specifically mentioned in this section.

The office or position of City Purchasing Agent heretofore established
by resolution of the Board of Estimates, and confirmed and ratified by
Ordinance of the Mayor and City Council No. 779, approved December
7, 1922, shall and the same is hereby abolished, and shall be deemed to
be succeeded by the Central Purchasing Bureau created under the pro-
visions of this ordinance.

Ord. 846 (1926-27).

195D.* Whenever an existing office, board, commission, department,
bureau or other municipal agency is abolished or superseded under the
provisions of this ordinance, all books, papers, maps, charts, plans, rec-
ords, documents and all supplies, equipment, and other property of any
kind whatsoever in the custody of the same, or of any member or officer
thereof, shall be delivered to and shall vest in the department or bureau
to which the rights, powers, duties, obligations and functions of the agency
so abolished or superseded are transferred; and wherever part of the rights,
powers, duties, obligations or functions of an existing office, board, com-
mission, department, bureau or other municipal agency is transferred to
another department or bureau, then the books, papers, maps, charts, plans,
records, documents and all supplies, equipment and other property of any
kind whatsoever relating to the rights, powers, duties, obligations or func-
tions so transferred shall be delivered to and shall vest in the depart-
ment or bureau to which such transfer is made.

approved Oct. 22. 1926, under authority conferred by Ch. 418 of the Acts of 1924,
and under Resolution No. 4, approved Sept. 26. 1924, and approved by the voters
at the November election, 1924. But see Article 11A of Constitution and Graham
v. Joyce, 151 Md. 298. The ordinance repeals all laws inconsistent with its provi-
