powered in their absolute discretion to issue or withhold as the circum-
stances may appear to them to warrant. In case the said Mayor and
Highways Engineer determine to issue said permit, they may attach
such conditions and terms thereto as they may deem right and proper.
WATER ENGINEER.
1898, ch. 123.
87. The Water Engineer shall be the head of the second sub-depart-
ment of Public Improvements, and shall have charge of the water supply
to the inhabitants of the City of Baltimore, and shall be appointed by
the Mayor in the manner prescribed in section 25 of this Charter, and
hold office as therein provided. The Water Engineer shall be a civil
engineer in the active practice of his profession for five years, and who
has had responsible charge of work for at least that period of time. The
Water Engineer shall receive a salary of four thousand dollars per annum,
payable monthly. All subordinates employed in said sub-department
shall be appointed by the Water Engineer; he shall fix their compensa-
tion not to exceed in the aggregate the amount appropriated by ordinance.
The Water Engineer shall perform such other duties as now or may here-
after be prescribed by ordinances not inconsistent with this Charter.

87A. The Water Engineer shall have such power and authority with
reference to the assessing and establishing of rates either by meter, fixed
charge or otherwise, for the supply and use of water for any purpose and
at any point in Baltimore City and County, as may be delegated to said
Engineer by ordinance of the Mayor and City Council of Baltimore: pay-
ments of said rates to be enforced as now provided by law; and the said
Water Engineer shall also have such power and authority with reference
to the abatement of water rates as may be delegated to him by ordinance
of the Mayor and City Council of Baltimore.*
HARBOR ENGINEER.
1908, ch. 170.
88. The Harbor Engineer shall be the head of the third sub-depart-
ment of Public Improvements, which shall have charge of the harbor,
wharves and navigable waters, including bridges over same, in and adja-
cent to the City of Baltimore. The Harbor Engineer shall be a civil
engineer in the active practice of his profession for five years, and who
has had responsible charge of work for at least that period of time. The
Harbor Engineer shall receive a salary of four thousand dollars per
annum, payable monthly. All subordinates employed in said sub-depart-
ment shall be appointed by the Harbor Engineer; he shall fix their com-
