BALTIMORE CITY. 933

The Engineer of Plans and Surveys shall prepare such plans for the
development and extension of the Park System as may be requested or
approved by the Board of Park Commissioners.

The Bureau of Plans and Surveys shall perform such other duties and
exercise such other powers as may be required from time to time by ordi-
nance of the Mayor and City Council, subject, however, to the power and
authority conferred upon the Chief Engineer by the provisions of this
Charter.

Note: The City Surveyor is a Constitutional Officer.

BUREAU OF STANDARDS.

There shall be in the Department of Public Works a Bureau of Stand-
ards. The head of this Bureau shall be the Chief of the Bureau of
Standards, who shall direct its operation, and who shall perform, subject
to the authority of the Chief Engineer, the duties and exercise the powers
which are herein imposed or conferred upon the Bureau of Standards.

The Chief of the Bureau of Standards shall be appointed by the Mayor,
\\ith the consent of the City Council, as provided in Section 25 of the
Charter of Baltimore City, and hold his office as therein provided.

The Chief of the Bureau of Standards shall have had a thorough train-
ing in chemistry. The Mayor, when appointing a Chief of the Bureau

of Standards, shall give first consideration to the qualifications of those
who are graduates from a recognized technical school or college. The
Chief of the Bureau of Standards shall have had at least five years' expe-
rience in analytical chemistry, and shall be able to make analyses of
coals, paints, oils, asphalts, tars, cement, etc. He shall also have had
experience in the testing of construction materials, and shall have had
experience in an administrative capacity.

The Chief of the Bureau of Standards shall be paid such salary as may
be provided in the Ordinance of Estimates. He shall appoint such assist-
ants, aides, clerks, stenographers and other office and field help as may
be necessary for the proper conduct of the Bureau. The compensation
of all such appointees shall be subject to approval by the Board of Esti-
mates and shall be paid as provided in the Ordinance of Estimates.

All of the rights, powers, duties, obligations and functions conferred
by law and by action of the Board of Estimates upon the Municipal Labo-
ratory Committee shall be transferred to and hereafter be exercised and
performed by the Bureau of Standards as the lawful successor to the
Municipal Laboratory Committee to the same extent as if the Bureau of
Standards had been named in the provisions of law or resolutions of the
Board of Estimates as the body upon which the said rights, powers, duties,

obligations and functions were conferred. Thereupon the Municipal
Laboratory Committee as heretofore constituted shall be and remain
abolished.
