932 ARTICLE 4.

of Plans and Surveys is not a graduate in engineering from a recognized
college or technical school of collegiate grade, he shall have had not less
than ten years' experience in engineering, during five years of which he
shall have been engaged in topographical or city planning work.

The Engineer of Plans and Surveys shall be paid such salary as may
be provided in the Ordinance of Estimates. He shall appoint such assist-
ants, aides, clerks, stenographers and other office and field help as may
be necessary for the proper conduct of the Bureau. The compensation
of all such appointees shall be subject to approval by the Board of Esti-
mates and shall be paid as provided in the Ordinance of Estimates.

All the rights, powers, duties, obligations and functions conferred by
law upon the Topographical Survey Commission, and particularly by the
provisions of Section 84, Article 4 of the Code of Public Local Laws of
Maryland, and by the same section of the Charter of Baltimore City, and
by any other act of the Greneral Assembly and particularly by Section
840 of Article 4 of the Code of Public Local Laws (Revised Edition of
1915), Chapter 158 of the Acts of the General Assembly of 1906, or sec-
lion of the Charter of Baltimore City or ordinance of the Mayor and
City Council shall be and are hereby transferred to and hereafter shall
be exercised and performed by the Bureau of Plans and Surveys as the
lawful successor to said Topographical Survey Commission to the same
extent as if the Bureau of Plans and Surveys had been named in the
provisions of law as the body upon which said rights, powers, duties,
obligations and functions were conferred. Thereupon the Topographical
Survey Commission and the office of Chief Engineer of said Commission
as heretofore constituted shall be and remain abolished.

All of the rights, powers, duties, obligations and functions conferred
by law and by action of the Board of Estimates upon the Bureau of
Drafting shall be and are hereby transferred to and hereafter shall be
exercised and performed by the Bureau of Plans and Surveys as the
lawful successor to the Bureau of Drafting to the same extent as if the
Bureau of Plans and Surveys had been named in the provisions of law
or resolutions of the Board of Estimates as the body upon which the said
rights, powers, duties, obligations and functions were conferred. There-
upon the Bureau of Drafting as heretofore constituted shall be and remain
abolished.

The City Surveyor, whose office is provided for by Section 2 of Article
7 of the Constitution of Maryland, and shall be assigned to the Bureau of
Plans and Surveys. All of the rights, powers, duties, obligations and
functions conferred by law upon the City Surveyor, and particularly by
the provisions of Sections 84 and 205 of Article 4 of the Code of Public
Local Laws, and by the same sections of the Charter of Baltimore City,
and by any other Act of the General Assembly or section of the Charter
of Baltimore or ordinance of the Mayor and City Council shall be trans-
ferred to and hereafter be exercised and performed by the City Surveyor
under the direction of the Engineer of Plans and Surveys.
