696. The teachers or persons appointed by the Board of School Com-
missioners shall make all necessary arrangements for supplying the books
and other stationery required for the different schools and for lighting and
heating the buildings, subject to the approval of the Board of Public
School Commissioners of Baltimore County, and to be paid for by the said
Board of County School Commissioners.

public school funds of Baltimore County, and that such payments shall
be made at such times as the said Board of County School Commissioners

698. The Board of County School Commissioners of Baltimore County
shall make payment of the annual salaries of the public school teachers of
said county in eight installments—two of said installments or payments
to be made each term—one at or near the middle thereof and the other
when the quarterly report, properly filled up and completed, shall be
returned.

699. The County Commissioners of said county shall pay over to the
treasurer of the said Board of County School Commissioners of Balti-
more County upon the order of the said board the taxes levied and col-
lected for school purposes in said county at such times and in such amount
as shall be necessary; provided, the collections from the school levy shall
be sufficient for said purpose, and when there are not sufficient funds on
hand from the school levy the said Commissioners, at their discretion, are
authorized to advance a sufficient sum to supply such deficiency from any
other funds not immediately demandable for other county purposes.

700. The Board of County School Commissioners of Baltimore County
may establish kindergarten schools in said county wherever and whenever
(hey may in their judgment deem it necessary, and subject to such regu-
lations as they may establish; the expense of conducting such kindergarten
schools to be defrayed in the same manner as the other public schools of
said county.

701. The County Commissioners shall make the annual levy for the
support of the public schools in two specific sums, of which one shall be
apportioned and used for the current expenses of the public schools and
the other for the building of new school houses and for no other purpose
