persons to enter into or alight from said car, but shall come to a stop at
least three feet from the rear of said car.

676. Every wagon, carriage, omnibus, sleigh, pushcart, bicycle, tri-
cycle and other conveyance, except baby carriages, in whatever manner
or by what force or power the same may be driven, ridden or propelled,
which is or may be used for or adapted to pleasure, riding or the trans-
portation of passengers, baggage or merchandise upon the streets or roads,
and every draught or riding animal, whether driven, ridden or led, except-
ing that an animal or animals attached to any vehicle, shall, with such
vehicle, constitute a vehicle. Any person violating any provisions or regu-
lations hereof shall be deemed guilty of a misdemeanor, and upon convic-
tion thereof shall be fined for each and every offense any sum not less
than one dollar and not exceeding twenty-five dollars.

677. The State Roads Commission of Maryland be and it is hereby
authorized to relocate and widen the Harford Road, a State highway in
Baltimore County, from the northern and eastern boundary of Baltimore
City to Taylor Avenue in Baltimore County, to an even width of 60 feet
and to set apart 10 feet thereof on either side for sidewalks.

678. The State Roads Commission of Maryland is hereby authorized
to acquire any land needed for the widening and improvement of said
road under the procedure provided by law for the acquisition of land for
like purposes by the County Commissioners of Baltimore County, and
benefits and damages may be assessed to and against the persons benefited
and damaged by such widening and relocation to the same extent and in
the same manner as benefits and damages may now be assessed by law
by the County Commissioners of Baltimore County for the relocation,
widening and improvement of public highways of said county, provided
that nothing herein contained shall be construed to authorize the State
Roads Commission to expend any money of the State of Maryland for
such improvement.

679. Whenever the property owners owning a majority of feet front-
ing or binding in the aggregate at least one hundred feet and not over
seven hundred feet on the same side of any street, avenue or road in Bal-
timore County shall jointly petition the County Commissioners of Balti-
more County in writing to require the laying of improved sidewalks in
front of all the property mentioned in the petition front or binding on the
same side of said street, avenue or road, it shall be the duty of the County
Commissioner of Baltimore County, and they are hereby authorized, em-
powered and directed in cases where the residence of the property owners
