646. If the owner of any lot fronting on any open or traveled street,
avenue or alley shall neglect or refuse to fill up, dig down, pave, repave
or repair the footways or sidewalks in front of such lot for the space of
thirty days after service of a printed order as aforesaid, to be reckoned
in case of a publication in a newspaper from the date of first publication
therein, then the said County Commissioners are hereby authorized and
directed to have the said footways or sidewalks filled up, dug down, paved,
repaved or repaired in the manner provided for in the previous section of
this subtitle of this Article

648. All streets, avenues and alleys that have been or may be opened,
condemned and constructed for public use under and by virtue of any

of the provisions of this subtitle of this Article, and also all streets, ave-
nues and alleys that have 'been opened and constructed for public use and
dedicated by the owner of the property through which said street, avenue
or alley passes shall be deemed and taken as a public highway of Baltimore
County and shall be kept in repair by the said County Commissioners as
other roads and avenues of said county.

649. Two-fifths the width of all streets and avenues in Baltimore
County shall be set apart for footways or walks, viz.: One-fifth to be
laid off on each side of said streets and avenues.

650. A public highway to be known as State Road No. 1 shall be con-
structed between the cities of Washington and Baltimore, the course of
which, as near as practicable, shall be along the route of the old Balti-
more and Washington Road; provided, however, that said State Road
No. 1 shall be constructed upon the present roadbed of the Baltimore and
Washington Road from Waterloo, in Howard County, to the Village of
Halethorpe, Baltimore County, and entering the City of Baltimore at
Columbia Avenue, the bed of which, so far as the same is vested in the
State or the several counties through which it passes, hereby dedicated
by way of easement or fee simple, as the case may be, to the public use.
