to be forthwith reported to the County Commissioners. Whenever work
of construction or repair on bridges or roads is done by contract, no pay-
ment called for by such contract shall be made except upon the written
certificate of such engineer that such work has been done in conformity
with such contract; all bills for labor and material furnished for or on
any road or bridge in the county shall be presented to the Roads Engi-
neer for his inspection, examination and endorsement before being pre-
.sented to the County Commissioners for payment; and the Baltimore
County Roads Engineer shall annually on or before the first day of Feb-
ruary in each year make a written report to the County Commissioners of
Baltimore County and to the Maryland Geological Survey covering the
following points: The condition of the roads of the county and improve-
ments that have been made in each district in the twelve months ending
December 31st of the previous year; the amount and kind of material
used on each road, with a detailed statement of its cost, and the amount
and cost of labor on each road, and shall further make a statement of
the plans which he has submitted to the road supervisors in .each district.
The report shall contain a concise statement of the amount of money

expended in each district for material and labor, which concise statement
shall be published by the County Commissioners in two county papers of
different political faith twice during the month of February in each year.

This section is referred to in Acts 1920, ch. 4, as repealed and re-enacted, but
is not referred to in the act itself.

591. The Baltimore County Roads Engineer shall give bond to the
'County Commissioners of Baltimore County conditioned upon the faith-
ful discharge of his duties and the protection of said County Commis-
sioners against loss or damage by reason of any act, default, neglect, false
or fraudulent statement of his whatsoever in the penal sum of $10,000.
He shall have no pecuniary interest in the affairs of any person, company

or corporation from whom or which he makes any purchase or with whom
or which the County Commissioners make any contract, in respect to
county roads and bridges, or in any contract in relation to the same.
The Baltimore County Roads Engineer shall receive a salary, the amount
thereof to be fixed by the County Commissioners of Baltimore County,
and traveling expenses to be determined by said County Commissioners.

592. The County Commissioners shall annually levy upon the assess-
able property of Baltimore County at the time of making the county levy,
not less than forty cents nor more than sixty cents on the one hundred
dollars for county roads and bridges. Fifty per cent, of the tax so levied

and collected shall be set apart as a special road and bridge fund for the
use and benefit of the election district from which it has been collected
and for no other purpose. The remaining fifty per cent, together with all
