732 ARTICLE 3.

bridge fund and other available funds and how they are to be expended
and on what roads and bridges, naming them, and the character in detail
of the repairs and new construction, and the estimated cost of each item,
and what proportion of the road money is for new construction, and what
proportion is for maintenance and repairs, and what proportion of each
fund is set apart and reserved for salaries, incidentals and contingencies,
in detail. Notice of the filing of said report embracing said comprehen-
sive plan of road work for the ensuing fiscal road year shall be published
by the County Commissioners in such newspaper or newspapers as they
may see fit, the first publication within one week of the filing of said
report and containing a notice that said County Commissioners will hold
not less than three meetings, naming the time and place thereof, during
said month of December for the purpose of receiving and hearing recom-
mendations, suggestions or objections of any taxpayer of Baltimore Coun-
ty in regard to any matter or thing contained in said plan. Said County
Commissioners at the conclusion of the last of said meetings and on or
before the first day of January thereafter, shall have power to change,
alter or modify said comprehensive plan of said Road Engineer, but said
comprehensive plan as submitted or as changed, altered or modified by
said County Commissioners on or before said first day of January, shall
be binding on said County Commissioners during the ensuing fiscal road
year and it shall be the duty of said Roads Engineer to see that said plan
is carried out in every particular.

590. The Baltimore County Roads Engineer shall inspect the roads
and bridges in each district as often as may be necessary to thoroughly
familiarize himself with the condition and requirements of the county
generally, and recommend to the road supervisors of the respective dis-
tricts and to the County Commissioners such repairs and improvements
as he may think advisable; he shall make such general or special exam-
ination of any road or bridge as may be required by the said Commis-
sioners, and he shall also submit plans and specifications and make esti-
mates for the repairs or improvement of any particular road or bridge
when called upon by the County Commissioners, and shall inspect and
report on all material to be used on the roads and bridges and supervise,
as far as practicable, the work done thereon and see that all contracts with
reference thereto are faithfully executed; he shall submit to the road
supervisors of the respective districts a comprehensive plan for the main-
tenance of the roads and shall, when requested by the roads supervisors
in any district or by the County Commissioners, give instructions to the
foreman or other person in charge of such repairs, as to the places most
in need of repairs and the manner in which the work shall be performed,
and shall assist the road supervisors and County Commissioners in any
other manner they may require; he shall have full power to suspend
work being done under contract, if the same is not, in his judgment, being
done in accordance with the terms of the contract, his action in this respect
