722 ARTICLE 3.

courts of this State. Said County Commissioners shall make all neces-
sary rules and regulations, which shall have the force and effect of law,
governing the time and method of paying for labor engaged on the county
roads, the making up of the pay roll by the Roads Engineer, the books
of account to be kept by him and said Commissioners may by their said
rules and regulations require any person employed by said Roads Engi-
neer to give bond conditioned upon the faithful discharge of his duties in
such penalty as may be prescribed therein, and the further power to alter,
repeal, modify and change said rules and regulations as they may see fit.
All books and accounts in the office of the Roads Engineer and in the office
of the County Commissioners shall be open to inspection by any taxpayer
of the county.

575. All office expenses, cost of books, necessary filing devices and
stationery shall be paid out of the General Road and Bridge Fund as
hereinafter provided.

576. It shall be the duties of the members of said Board of County
Commissioners from time to time to travel over and personally inspect

of Baltimore County in matters relating to the roads and bridges of the
county before the passage of the Act of the General Assembly of Maryland,
known as Chapter 685 of the Acts passed at the January session, 1900;
and any final decree or judgment obtained against them in any such suit
