70 ARTICLE 1.

Councilmen shall prescribe, conditioned for the faithful performance of
the duties of his office, and who shall pay moneys only on the order of
the Mayor and Councilmen.

200. The Mayor and Councilmen shal have full power and authority
to establish and maintain a police department to be composed of a Chief
of Police and Assistant Chief of Police and such number of patrolmen
or policemen as said Mayor and Councilmen may by ordinance deem
necessary, said officers and members of said police department to be ap-
pointed and their duties to be fixed, defined and regulated as hereinafter
provided.

CIVIL SERVICE COMMISSIONERS.

201. The Mayor and Councilmen at their first meeting in the month of
June, 1928, shall appoint three civil service commissioners, one of whom
shall hold office until the first Monday in April, 1930, one until the first
Monday in April, 1932, and one until the first Monday in April, 1934,
and on the first Monday in April, 1930, and on the first Monday in April,
biennially thereafter shall appoint one civil service commissioner to
serve for a term of six years, so that the said board of civil service com-
missioners shall always consist of three members.

The chairman of the commission for each biennial period shall be the
member whose term first expires. No person while on the said commis-
sion shall hold or be a candidate for any office of public trust in the City
of Frostburg. Two of said members shall constitute a quorum to trans-
act business. The commissioners must be citizens of Maryland and resi-
dents of Frostburg for more than three years next preceding their ap-
pointment.

The Mayor and Councilmen may remove any of the said commis-
sioners during their term of office for cause, and shall fill any vacancies
that may occur in said commission for the unexpired term. The Mayor
and Councilmen shall provide a suitable room in which the said civil
service commission may hold its meetings. The City Clerk shall act for
them and shall keep record of all their meetings. The City shall also
supply the said Commissioner all necessary equipment to properly attend
to such business. Before entering upon the duties of their office, each of
said commissioners shall take or subscribe an oath which shall be filed and
kept in the office of the City Clerk to support the constitution of the
United States and the State of Maryland and to obey the laws and to aim
to secure and maintain an honest and efficient police force, free from
partisan distinction or control and to perform the duties of his office to
