and be charged with the duty of keeping the streets, sewers, alleys, public
grounds and property in a clean and sanitary condition and with the en-
forcement of all rules and regulations necessary to these ends; one Com-
missioner to be known as the "Water and Electric Light Commissioner,"
who shall have under his special charge the construction, maintenance and
operation of water, electric light, and fire alarm systems and departments
of said City and shall see to the enforcement of all regulations with re-
spect to said systems and departments; and one Commissioner to be known
as the Commissioner of Finance and Revenue, who shall have under his
special charge the enforcement of all laws for the assessment and collec-
tion of taxes of every kind, and the collection of all revenues belonging
to said City from whatever source the same may be derived, and who
shall examine into and keep informed as to the finances of said City. The
Mayor of said City shall have the right to appoint any standing or select
committees not inconsistent with the aforegoing provisions.

192. The Mayor and Councilmen of Frostburg, for each municipal
election, shall appoint three judges of election for each of the said wards,
who shall have power to appoint clerks and conduct elections in all re-
spects as elections have heretofore been conducted in said town under the
provisions of Chapter 77 of the Acts of 1870, opening the polls at nine
o'clock in the morning and closing them at seven o'clock in the evening;
and the said judges and clerks of election shall receive the same compen-
sation as the judges and clerks of election in Allegany County, to be paid
by the town; and the officers of registration appointed under Section 231
of this Article shall, in pursuance of the provisions of said section make
such changes, alterations and transfers as may be necessary for making
and maintaining correct lists of the qualified voters in each of said wards.

193. In case of the death, refusal to act, resignation or disqualification
of any of the councilmen, it shall be the duty of the mayor and council-
men, or remaining councilmen, to fill such vacancy or vacancies, by joint
ballot, at their next meeting, and to certify to the clerk of the circuit court
within ten days thereafter the name or names of the person or persons so
appointed as councilmen.

194. The Mayor and Councilmen of Frostburg may fill any and all
vacancies occurring in any of the offices of said Town for the remainder
of the term of office in which vacancy shall occur, if the vacancies shall
be in the office of Mayor or Councilmen, those remaining in office shall
fill said vacancy.
