365. No person, firm or company or corporation shall be permitted to
erect, construct, or establish a garbage reduction plant at or on any place
within nine miles of the Lazaretto Lighthouse, on the Patapsco River, and
all persons, firms, companies or corporations are hereby prohibited from
erecting, constructing or establishing such plant or plants for the reduc-
tion of garbage, offal or similar refuse at or on any place within said
limits.

366. Any person or corporation who shall cause to be emptied directly
or indirectly, or who shall negligently suffer or permit to be emptied any
such waste product, of any distillery of spirituous liquor, commonly known
as distillery slop, or any other waste product of such distillery of an
offensive nature, directly or indirectly into any running stream of water
in Baltimore County, the waters of which stream are used for domestic
purposes, or for the watering of milch cattle or any other live stock in
said county, shall be guilty of a misdemeanor, and on trial and conviction
by the Circuit Court of said county, any such corporation so offending as
above set forth, shall be punished by a fine of not less than one hundred
dollars nor more than two hundred dollars for each and every day said
offense shall be continued by said corporation, and in the case of an indi-
vidual person so offending, such person shall be punished by a fine of not
more than one hundred dollars, for each and every day such offense shall
be continued by said individual, or by imprisonment in the Baltimore
County Jail for a perod not exceeding thirty days, or both by fine and
imprisonment in the discretion of the court.

367. That the County Commissioners of Baltimore County shall be
charged with the duty as hereinafter provided, subject, however, to all the
limitations and provisions of the succeeding sections of this Act, of pro-
jecting, constructing and establishing sewerage and drainage systems in
Baltimore County whenever in their opinion the public health, welfare
or convenience so require, with the power and authority to include in such
systems, either separately or combined, provision for the collection and
disposal of storm, ground or surface water, household sewage and ordi-
nary sewage, and said Commissioners shall have full power and authority
and the same is hereby expressly delegated to them to provide, pass and
adopt rules, orders and regulations for the proper maintenance, preserva-
tion, repair, improvement, protection, examination and inspection of such
systems, and all such rules, orders and regulations shall be recorded in the

record of the proceedings of said Commissioners, signed by them and at-
