and prevent such nuisance, no matter by whom or what authority com-
mitted; and further, they shall have full power and authority to pre-
serve the health of the county, to prevent and remove nuisances, and to-
prevent the introduction of contagious diseases within said county.

294. The local Board of Health for Baltimore County shall meet semi-
annually in the months of May and October and as much oftener as they
may deem necessary; they shall act in conjunction with the State Board
of Health, and shall report or cause to be reported to said board such facts
in reference to the sanitary conditions of the county as they may deem
important or necessary; they may adopt and enforce all needful rules and
regulations concerning nuisances and causes of sickness within said county
not inconsistent with the provisions of the Public General Laws, or this
subtitle relating thereto, and may regulate all fees and charges in con-
nection with such rules and regulations. Any person who shall fail to
comply with any such rules and regulations as aforesaid shall be deemed
guilty of a misdemeanor, and upon conviction thereof shall be subject to
a fine of not less than one dollar nor more than ten dollars for each offense.
And in in default of payment of such fine to imprisonment in the county
jail for not more than thirty days, except in cases where other fines or
punishments are specifically provided.

295. Such local Board of Health shall appoint in the month of May,
1908, and biennially thereafter, or as soon thereafter as practicable, a
county health officer, who shall be a well-educated physician, and who,
by virtue of his appointment, shall be secretary and executive officer of
such local Board of Health, and upon any vacancy in the office of the
county health officer, his successor shall be appointed by the local Board
of Health as soon as practicable; the county health officer shall hold office
for two years from the date of his appointment, but may be removed by
the State Board of Health for cause upon charges made and considered
at a regular meeting of said board.

296. Such County Health Officer shall maintain at Towson an office,
where shall be kept all the records and data pertaining to his duties under
this subtitle. He shall appoint a competent clerk or assistant, and such
office shall be kept open from 9 o'clock A. M. to 4 o'clock P. M. daily,
except Sunday. Such County Health Officer shall give to his duties
under the subtitle so much of his time as may be necessary for the proper
performance of the same. He shall meet with and report to the County
Commissioners weekly, or at such other time the County Commissioners
shall designate, and shall furnish to said County Commissioners, at such
