290. No offensive or putrid vegetable or animal matter or substance
shall be permitted to be cast or thrown upon any of the lots, streets, lanes,
alleys or enclosures in the said town of Franklin, to endanger the health
and lives of or annoy any of its inhabitants, under the penalty of two
dollars for each and every offense, and further penalty of two dollars for
each and every day the same shall be continued after notice by any owner
of property or inhabitant of the town, given in writing to the offending
party to remove the same.

291. It shall not be lawful for any person to obstruct in any way or
manner whatever, any of the streets, lanes or alleys of the said town of
Franklin, as laid doiwn in the said plat of the town so as to prevent a
free passage along, over and through the same, under a penalty of three
dollars for each and every offense, and the additional sum of one dollar
for every hour any such obstruction shall be permitted to remain, after
notice to remove the same by any one whose passage may be so obstructed.

292. All the fines and penalties under the provisions of the five preced-
ing sections shall be recoverable in the name of the State, in an action

293. The Board of County Commissioners of Baltimore County shall,
ex-officio, constitute a local board of health for Baltimore County, and
shall have and exercise all the powers and duties of a board of health
as provided in Article 43 of the Code of Public General Laws, title
"Health," although not specifically enumerated herein, except in so far
as the provisions thereof may be inconsistent with the provisions of this
subtitle; said local board of health shall have the general care of the sani-
tary interests of the people of Baltimore County; they shall make or
cause to be made sanitary investigation and inquiries respecting the causes
of disease, and especially epidemics and causes of mortality; they shall
inquire into and investigate, or cause to be inquired into and investigated,
all nuisances affecting the public health, comfort or property of the citi-
zens of said county, or any city, town or village therein; and are author-
ized and empowered by information or petition filed in the name of such
board, to apply to the judges, or to any judge of the Circuit Court for
such county, in term time or vacation, for an injunction to restrain
