507. The jurisdiction of the State of Maryland is hereby ceded to the
United States of America over all the lands, lying under the waters of
Carrr's Creek, in Anne Arundel County, bordering on and adjoining the
property of the United States of America, that is to be used as a rifle range
for the Naval Academy, Annapolis, Maryland; that so long as such juris-
diction rests in the United States of- America said lands shall be exonerated
and discharged from all taxes, assessments and other charges that may be
imposed under the authority of the State of Maryland; provided, that the
United States of America shall retain such jurisdiction so long as the said
adjoining lands shall be owned by the United States, and no longer; and
provided further, that such jurisdiction is granted upon the express con-
dition that the State of Maryland shall retain a concurrent jurisdiction
with the United States of America in and over the said lands so far as
that civil processes in all cases not affecting the real or personal property
of the United States of America, and such criminal or other processes as
shall issue under the authority of the State of Maryland, against any per-
son or persons charged with crimes or misdemeanors committed within or
without the limits of the said lands, may be executed therein, in the same
way and manner as if no jurisdiction had been hereby ceded.

508. It shall be the duty of all officials elected under the Constitution
and laws of the State of Maryland, in and for Anne Arundel County, to
grant leave of absence for a period of fifteen days in each and every
calendar year, with full pay, to all employees under them.
WATER.

509. The County Commissioners of Anne Arundel County are hereby
authorized and empowered to contract with the Mayor and City Council
of Baltimore City for said water supply, water mains and extensions in
order to supply said water system to the First Precinct, of the Fifth
Election District of Anne Arundel County, in parts of Hillcrest, Brook-
lyn Heights and vicinity.
Provided any such contract between the said Mayor and City Council
of Baltimore City and the County Commissioners of Anne Arundel
County, shall be first submitted to the Public Service Commission of the
State of Maryland, who shall determine the proper amount to be paid
for such connection or connections as called for by such contract, and the
amount to be paid for the use of water as called for by said agreement,
and for the laying of water mains and such other extensions as are neces-
sary to carry out the object of this bill; and provided further, before
