MANUFACTURES.

277. The County Commissioners of Worcester County are authorized
and empowered, whenever it shall seem expedient for the encouragement
of the establishment of manufactures and manufacturing industries in
said county, to provide by ordinance for the exemption from taxation for
county purposes for any certain period of time in their discretion deemed
advisable, any lands and buildings thereon in said county used by such
manufacturers in the usual conduct of their manufacturing business, and
any mechanical tools or implements, whether worked by hand or steam
or other motive power, machinery, manufacturing apparatus or engines
owned by any individual, firm or corporation in said county, and properly
subject to valuation and taxation therein, which said tools, implements,
machinery, apparatus or engines shall be actually employed and used in
the business of manufacturing in said county.

278. The County Commissioners of Worcester County shall have
power to divide or sub-divide the several election districts of said county
into three road districts, and to appoint a road supervisor for each of said
road districts, and to appoint such assistant supuervisors as they may
think necessary.

279. The County Commissioners of said county shall purchase and
supply each road supervisor with one road machine, horses, carts, one
stump puller, road plows, shovels, spades, axes, nails and such other im-
plements and tools as may be necessary for the repairing or constructing
of said county roads; said County Commissioners shall also provide and
supply each road supervisor with as many mules or horses as they may
deem sufficient to properly carry on the work, and the care and manage-
ment of all said property shall be subject to the direction of the County
Commissioners.

280. The County Commissioners shall require the road supervisors
appointed by them to give bond to the State, to be approved by them, for
