ings, dirt, ashes, offal, dust, garbage, paper, hand bills, dirty liquids or
any other material into any street, alley or public place. (23) To regulate
the use of streets, sidewalks and public places for signs, sign posts, awn-
ings, awning posts, poles, horse troughs, steps, railings, entrances, racks,
posting hand bills and advertisements, and displaying goods, wares and
merchandise. (24) To regulate and prevent the flying of flags, banners or
signs across the streets or from houses. (25) To regulate the number of
houses and lots and compel owners to renumber the same, or in default
thereof, to authorize and require the same to be done by such person as
the Council may appoint, at the owner's expense, such expense to con-
stitute a lien upon the property to be enforceable as provided in the ordi-
nance. (26) To regulate the making of private connections with sewer,
gas and water pipes, and to compel the owners of property to bring such

connection inside of the curb of streets before permanent improvements
thereof, and in default of the owners making such connection to authorize
the town to do so at the owner's expense and to make such expense a lien
upon the property. (27) To require and enforce the grading, regrading,

stoning or restoning, paving or repaving, or drainage of the public streets,
gutters, sidewalks, alleys and lanes of the town at the expense of the
owners of the abutting property and in case of a failure of such owner or
owners of such property to make such improvements or repairs or to
proceed to make such improvements or repairs and assess the cost thereof
to the owner or owners of the abutting property in proportion to the

frontage of such property and to make such expense a lien upon said
abutting property. (28) To license, tax and regulate all inns, taverns,
dance halls, pool rooms, soda fountains, pool tables, bowling alleys, places
where soft drinks are disposed of, livery or sales stables, hotels, restaurants,
lunch rooms or other places used or kept for public entertainment, and
in the discretion of said Mayor and Council to refuse to grant any such
license and to revoke any such license when granted. (29) To grant fran-
chises and easements of the public streets, lanes or alleys of said town to
electric light companies, gas companies, and other public utilities pro-
vided that none of such franchises or easements are for a longer duration
than twenty years.

For the purpose of carrying out the foregoing powers the Mayor and
Council may pass any and all ordinances and by-laws from time to time
deemed necessary and may enforce and insure the observance of such
by-laws or ordinances in the same manner and the same provisions of law
shall apply in all respects thereto as is set forth and provided in Section
222.

224. Nothing in this sub-title of this article or any part thereof con-
tained shall be construed as repealing Chapter 249* of the Acts passed
at the Januarv session of the year 1898, and Chapter 110 of the Acts

*Ch 249, 1898, authorized $30,000 of bonds for water, sewers and light plants,
subject to referendum. The bonds for water and sewers were approved.
