5228 ARTICLE 24.

service on such owner or owners, or by mailing such notice to the last
known postoffice address of such owner or owners, then the said Mayor and
City Council have the power and authority to proceed to make such im-
provement or repairs and assess the costs thereof to the owner or owners,
of the abutting property in proportion to the frontage of such property,
such assessment to be collected as municipal taxes are collected by law in.
said City; and the said Mayor and City Council are hereby given full
power and authority to appoint, employ and compensate all officers, agents,
servants or employees that may, in the exercise of their discretion, seem,
necessary or advisable to carry into effect the provisions of this and the-
preceding or any other section of the charter of said Ocean City.

144. The Mayor and City Council of Ocean City shall have the power
and authority to provide for the entering into and examination of all
dwelling lots, yards, enclosures and buildings to ascertain their condition
for health, cleanliness and safety, for the taking down and removing of
buildings, walls, structures or superstructures which may become dan-
gerous, or to require owners to remove them or put them in a safe and
sound condition at their own expense; to regulate the building and main-
tenance of party walls, smoke flues, fireplaces, chimneys, hot-air flues,
smokestacks and stovepipes; to provide for and regulate the safe construc-
tion, inspection and repairs of all private and public buildings within the
city; to regulate the height, construction and inspection of all new build-
ings hereinafter erected in said city, and the inspection and repairs of
any buildings already erected.

145. The Mayor and City Council shall annually levy a tax for the
expense of the corporation on all property both real and personal within
the limits of Ocean City, including all household furniture and effects in
excess of one hundred dollars in value held for the household use of the
owner thereof or the members of his or her family, but not on public or
private securities and book accounts; and the taxes shall be collected by
a Collector appointed for the purpose by the Mayor and the compensation
of said Collector shall not exceed five per centum and he shall give bond
in such amount as the Mayor and City Council shall prescribe with surety
or sureties to be approved by said Mayor and City Council, and shall hold
his office during the term of two years unless sooner removed by the
Mayor; and the said Collector in collecting the said taxes shall have full
power to distrain for the same and to sell under the same procedure as a
Sheriff would sell under a writ of fieri facias or the said taxes may be
collected by suit, judgment and execution as debts are now collected; and
if collected by suit, judgment and execution such suit, judgment and exe-
cution shall be in the corporate name of the Mayor and City Council of
Ocean City; and judgments and executions in such suits for taxes shall
