of said veto shall be sent by him to the Council or the president thereof,
by the unanimous vote of the Council at a regular meeting of the same.

141. The City Council shall meet regularly once a month if prac-
ticable, and as much oftener as they may deem proper for the dispatch
of business, or whenever the Mayor shall call them together; and at the
first meeting after their election they shall elect one of their number
president, who shall preside at the meeting of the Council.

142. The Mayor and City Council of said Ocean City are hereby
authorized and empowered for the protection of said city to require the
owner or owners of lots fronting on Atlantic avenue in said city to build,
construct, erect and maintain a breakwater or sea-wall of such nature and
kind as in the discretion of the said Mayor and City Council may seem
proper along Atlantic avenue, or any part thereof, in front of the respec-
tive lots of such property owners, and in the event of the failure of such
property owner or owners to build, construct, erect or repair said break-
water or sea-wall in the manner and of such materials as the said Mayor
and City Council may direct within sixty days after written notice served
upon any such property owner or owners in person, or by mailing same
to his, her or their last known postoffice address, then the said Mayor and
City Council shall have the power and authority to proceed to build, con-
struct, erect or repair said breakwater or sea-wall, and assess the costs
thereof to the said property owner or owners in front of whose property
said breakwater or sea-wall may be built, erected, constructed or main-
tained, in proportion to the frontage of said property, and such cost shall
be collected in the same manner as municipal taxes are collected by law;
provided that such proportion of said breakwater or sea-wall as shall be
in front of the public street crossing Atlantic avenue shall be built, con-
structed, erected and maintained by the Mayor and City Council at the
expense of said city.

143. The Mayor and City Council of Ocean City are hereby authorized
and empowered to require and enforce the grading, regrading, improve-
ment, maintenance and repairs of the public streets, gutters, sidewalks,
alleys and ways of the town by the placing of pavements, curbing, shells,
dirt, boardwalks or other improvements of such material and kind as in
the discretion of the Mayor and City Council may seem proper, at the
expense of the owners of the abutting property, and in case of a failure

of such owner or owners of such property to make such improvements or
repairs in the manner and of such materials as directed by the Mayor and
City Council within twenty days after written notice thereof by personal
