districts of said Worcester County; and one of said County Commission-
ers shall be a resident of each of said three Commissioner Districts, so
that the Board of County Commissioners shall be composed always of a
representative from each of said three Commissioner Districts; and the
salary of each of said Commissioners shall be one thousand and two hun-
dred dollars a year, payable monthly, and the said Commissioners shall
meet at least two days in every week and shall be in session during the
usual business office hours, at such places as they desire to examine roads,
bridges or any other public duties, but nothing herein contained shall be
construed to affect or alter the terms of office of the County Commis-
sioners already elected or to change or alter the compensation of the Coun-
ty Commissioners prior to the beginning of the terms of those who will
be elected under the provisions hereof in November, 1923, and until said
election of November, 1923, the County Commissioners shall be five in
number as at the time of the passage hereof, but the change in number
and the change in compensation of said Commissioners shall begin with
the election of November, 1923.*

58. The county commissioners shall cause a correct copy of their levy
list to be made out, showing the amount of such levy and the objects for
which the same was made, under general heads; and shall cause the same
to be published in a newspaper printed in said county, for at least three
successive weeks previous to the first Wednesday in November, in each
year; provided, that not more than seventy dollars be allowed to any
paper for such service.

59. In all cases where they are by law required to give any public
notice whatsoever, by advertising in a newspaper, they are authorized and
empowered, in their discretion, either to so advertise, as by law required,
or if they think proper in lieu thereof, to give public notice by posting
printed or written handbills containing the same matter of facts required
to be advertised, in at least three public places in each election district of
said county, at the same time as such notices or advertisements are by law
required to be inserted in the said newspapers.

60. They shall not levy any money, nor be liable to pay for any print-
ing or advertising, unless they shall have previously contracted for the
same, which said contract shall specify the particular printing or adver-
tising to be done, the amount to be paid therefor, and the name of the
person who is to do said printing or advertising.
*All county elective officials are elected in even years for four-year terms under
Art. 17 of Md. Constitution.
