erty belonging to said corporation; provided that it shall not buy or
dispose of any property to the value of five thousand dollars, or over
without first submitting the question of 'buying or selling and disposing
of said property to the voters of Willards at a general or special election
of which at least twenty days' notice shall be given in the manner pro-
vided for holding general elections under this act.

406. The government of the said Town shall be vested in three Com-
missioners, to be selected as hereinafter provided. Such Commissioners
shall be qualified voters and residents of said Town and they must con-
tinue to reside therein during the term of their offices and they must be
the owners of real estate within the said Town. The said Commissioners
shall hold office for two years and serve without pay.

407. The citizens of Willards, who have resided within the corporate
limits of said Town for twelve months next preceding the election, and
who were qualified voters at the last preceding State' or Congressional
election, shall, on the first Monday in May, in the year 1927, and on the
same day every two years thereafter, elect by ballot three persons to be
Commissioners; and said Commissioners before they enter upon the
duties of their office shall make oath before a Justice of the Peace or
Notary Public of Wicomico County, State of Maryland, that they will
diligently and faithfully without partiality, favor or prejudice, well and
truly perform the duties of Commissioners of said Town; and said Com-
missioners so elected shall meet on the second Monday of each month,
and as much oftener as they desire. Wilmer C. Ennis, H. Carlton Adkins
and Granville C. Wilkins be and they are hereby appointed Judges of
Election, to hold the first election under this Act. The said Judges shall
give notice that the election of Commissioners will be held and of the
time and place thereof by hand-bills posted in not less than three public
places in said Town at least ten days before the date thereof. Such
Judges of Election shall, before opening the polls, make and subscribe
an oath, to be recorded among the minutes of the Town, before some
Justice of the Peace in and for Wicomico County, Maryland, that they
will diligently and faithfully, without partiality, favor or prejudice, well
and truly perform the duties of Judges of such election. A majority of
such Judges shall have power to do all things committed unto said Judges.
Any vacancy in said Judges caused by death or otherwise shall be filled
by the remaining Judges. The Judges shall appoint one of their number
as Clerk to the election; they shall keep the polls open from two P. M.
to five P. M. and voting shall be by written or printed ballot; they shall
within two days report the number of votes cast for each person voted
for in said election, and the three persons appearing by said election to
have received the largest number of votes shall be declared elected Com-
missioners of Willards. The Commissioners of Willards shall organize
the first regular meeting after their election and qualification, and shall
