5124 ARTICLE 23.

1924, ch. 494, sec. 19.

339. At a special election to be held on June 17, 1924, to be called

and held as now provided by the charter of Salisbury for general munici-
pal elections, there shall be submitted to the qualified voters of the City

of Salisbury the question whether bonds shall be issued for said water
and sewerage systems in Salisbury, and at such election the ballots cast
upon such question shall have the words "For Bond Issue for Water and
Sewer Systems," and "Against Bond Issue for Water and Sewer Sys-
tems," thereon, and if a majority of the votes cast upon such question

shall be "For Bond Issue for Water and Sewer Systems," then the Com-
mission shall proceed to execute the power vested in it by this Act, but
if a majority of the votes cast shall be "Against Bond Issue for Water
and Sewer Systems," then this Act shall be of no effect, provided, how-
ever, that the same question shall be voted upon in the same manner at
any succeeding general municipal election at which the Mayor and Coun-
cil of Salisbury may, in its discretion, submit said question, and when
submitted and favorably passed upon by the voters as aforesaid, the pro-
visions of this Act shall become immediately effective.

340. All Acts and parts of Acts, general or local, inconsistent with the
provisions of this Act, be and the same are hereby repealed to the extent
of such inconsistency, provided that nothing contained herein shall affect
or restrict any control which the State Board of Health is empowered by
law to exercise in any part of this State.

1927, ch. 255, sec. 3.

341. The Salisbury Water and Sewer Commission, created by Chapter
494 of the Acts of the General Assembly of Maryland of 1924, shall until
such time as it may be terminated and discharged, and after the termina-
tion and discharge of said Commission, the Mayor and Council of Salis-
bury shall each year charge and collect for the water supplied to the resi-

dents of the City of Salisbury and vicinity, a sum sufficient to pay the ex-
penses heretofore and hereafter necessary for the maintenance, repairing
and operating of the water supply, sewerage and drainage systems of Salis-
bury and to pay the interest on the first One Hundred Thousand Dollars
($100,000.00) of the bonds to be issued in pursuance of this Act and
to pay the principal amount of said bonds maturing in such year, and
to pay for the redemption of and interest requirements on all or such
portion of the second One Hundred Thousand Dollars ($100,000.00) of
the bonds to be issued hereunder, as the Mayor and Council of Salisbury
may by resolution from time to time determine, and the money so charged
and collected shall be kept and maintained in a separate fund, it being
the intention of this Act to authorize and empower the Mayor and Council

of Salisbury and the Salisbury Water and Sewer Commission to so operate
the water and sewerage systems of Salisbury that the revenue therefrom
shall be used to defray all expenses in connection with the operation and
maintenance thereof and to pay the principal of the first One Hundred
