service rates as it may deem necessary, chargeable against all properties
having a connection with any water pipe under its ownership. Said rates
shall be uniform throughout the City of Salisbury, but subject to change
from time to time as necessary. Bills for the amount of the charges shall
be sent quarterly or semi-annually, as the Mayor and Council of Salis-
bury may determine, to each property served, and shall be thereupon
payable at the office of the Mayor and Council of Salisbury; and if any
bill shall remain unpaid after thirty days from date of sending, the
Mayor and Council of Salisbury shall, after written notice, turn off the
water from the property in question, and it shall not be turned on again
until said bill shall have been paid. All such service rates shall be liens
against the property to which such water may be furnished and shall be
collectible as city taxes are now or may hereafter be by law collected and
shall have the same priority rights, bear the same interest and penalties,
and in every respect be treated the same as said taxes now are.

336. After the expiration of four years from the date of the ratifica-
tion of this Act by the qualified voters of the City of Salisbury, at which
time the Commission appointed hereunder shall be discharged and cease
to function, all the duties imposed upon the said Commission by any of
the provisions of this Act shall devolve upon and be discharged by the
Mayor and Council of Salisbury, and at the same time all the powers
conferred upon said Commission by this Act shall likewise pass to and
be exercised by the said the Mayor and Council of Salisbury, it being
the intent hereof to confer upon the Mayor and Council of Salisbury the
power to complete that part of the water and sewer systems of the City
of Salisbury, authorized under this Act, that shall not have been com-
pleted by the said 'Commission during the four years of its existence, and
the power to maintain, repair and operate the same.

337. Whenever the term "Commission" is used in this Act it shall be
construed as referring to "The Salisbury Water and Sewer Commission,"
created under Section 322 hereof.

338. Every act or omission designated as a misdemeanor in this Act,
unless otherwise provided, shall be punishable upon conviction before
any justice of the peace or in the Circuit Court of the county within
which said offense is committed, by a fine not exceeding one hundred
dollars or imprisonment for thirty days in the county jail, or both, in
the discretion of the court or justice, reserving, nevertheless, unto the
party aggrieved the right of appeal as is now provided under the general
laws of the State. Where such act or omission is of a containing nature
and is persisted in in violation of the provisions of this Act, or of any
rules or regulations formulated hereunder, a conviction for one offense
shall not be a bar to a conviction for a continuation of such offense sub-
sequent to the first or any succeeding conviction.
