512 ARTICLE 2.

Any person or corporation desiring to tap, or connect with or open, for
the purposes of repair, any public sewer in the towns and villages of Anne
Arundel County, upon any street upon which vitrified brick, Belgian
block, macadam, asphalt, or any high-grade pavement has been laid, shall
in all respects conform to the provisions of this section in regard to filing
of petition and form of same; and said petition when received, shall be
referred to the County Road Engineer, and it shall be the duty of said
engineer to immediately assess what, in his judgment, will compensate
the county and pay for the injury to the bed of said street by reason of
laying said connecting sewer, which assessment shall be returned upon said
petition, and upon the payment of said assessment in cash to the Clerk to
the County Commissioners, the said clerk is hereby authorized to issue a
permit for opening said street as provided for in this section.

From and after the first day of September, 1914, it shall not be lawful
for any person or persons, or body corporate to empty or discharge, or
cause or allow to be emptied or discharged, from the premises occupied
by any of them, directly or indirectly, to or upon any of the public streets
of the towns and villages of Anne Arundel County, any water or any
liquid whatever, except rain water flowing in its natural course; pro-
vided, that the provisions of this section shall not apply to any street
or part of street where no public sewer has been laid by said county.

It shall not be lawful for any person or corporation to tap, dig up,
connect with, or in any manner injure or disturb any public sewer, ex-
cept as provided in this Act.

It shall be unlawful for any person or corporation who has obtained
permission to open any street for the purposes set forth in this section,
to leave the street bed opened for a period longer than the time stated in
said petition, or to wilfully neglect or refuse to restore the street bed to its
original condition; provided, that in cases of delay caused by bad weather
or other natural cause, the County Road Engineer may extend the time
for the completion of said work.

It shall be unlawful hereafter for any person or persons to erect or
allow to remain on his, her or their premises binding on any street, lane or
alley through which a public sewer is laid, any sink, vault, box or other
receptacle for privy matter, on his, her or their premises, but he, she or
they shall be required under a permit issued as provided in this Act, to
attach a drain pipe with proper taps from their premises to connect with
said sewer such connection to be of sufficient capacity and so constructed
as to carry to said sewer all privy or other matter which may be caused
to pass through such sewer connection.

Any person violating the provisions of this Act shall, upon conviction
thereof before any justice of the peace of Anne Arundel County, be fined
not less than one dollar or more than twenty dollars for the first offense;
and for each subsequent offense shall, upon conviction, be fined not less
than five dollars or more than twenty dollars, or committed to jail for
not over ten days, or both fined and committed to jail in the discretion of
the magistrate before whom the case is tried.
