5084 ARTICLE 23.

taining the name of the candidate, a statement of his political affiliation,
a statement of the office which he seeks, and a statement that the persons
signing the same intend to vote for the person named therein for the
office named therein. A candidate for a public office in the government
of the City of Salisbury shall be deemed to have been nominated by pri-
mary election when he, or someone in his behalf, shall file, at least ten
days prior to the time for holding the election at which he desires to be
voted on, with the Clerk of Salisbury a certificate signed by the judges or a
majority of the judges of the primary election, containing the name of
the candidate, a statement of his political affiliation and a statement of the
office which he seeks, and that he has been duly elected a candidate for
said office.

(d) Each political party which shall have polled ten per centum of the
entire vote cast in the State at the next preceding General Election may
hold annually in. the City of Salisbury on the second Tuesday in April,
at a place or places to be selected by the City Committee of such party,
a primary election at which any qualified and registered voter of the City

of Salisbury and of the party holding such primary election shall be en-
titled to vote. The said City Committee shall give at least three weeks'
notice by publication in some newspaper printed in the City of Salisbury,

of the time and place or places of holding such primary election, and shall
appoint at least one week prior to the time for holding such election six
persons for each voting place to act as judges of such election, which
judges shall be subject to the same provisions of law as are judges of City
Elections. The polls shall be open from 8 o'clock A. M. to 6 o'clock P. M.
Ballots of the same form and arrangement as those used in City Elections
shall be furnished by the Mayor and Council of Salisbury for each primary
election and shall contain the name of each person who shall file with the
Clerk of the Mayor and Council of Salisbury at least ten days prior to
the time for holding the primary election by which he seeks nomination,
notice in writing of his desire to be voted on at such election of the office
for which he wishes to become a candidate and the party with which he is
affiliated.

(e) Every candidate for the office of Mayor at the time of filing his
notice or petition as above set forth shall pay to the Clerk of Salisbury
the sum of Twenty Dollars and every candidate for the office as Council-
man at the time of filing his notice or petition, as above set forth, shall
pay to the Clerk of Salisbury the sum of Ten Dollars, as filing fee.

(f) The Mayor and Council shall have power to provide by ordinance
for the conducting, regulating and controlling of Primary or City Elec-
tions in any respect not covered by the specific provisions of this Act.

267. (a) It shall be the duty of the Mayor and Council of Salisbury
to provide for each City and Primary election suitable place or places for
voting suitable ballot boxes and ballots in the form and arranged as pro-
vided in Section sixty-three (63) of Article thirty-three (33) of the Anno-
tated Code (1924) of Maryland, except that such ballots shall contain
