of said lot to a small marked pine, the corner of said lot by and with line
of said lot north seventy-one degrees, east twelve perches to county road;
thence north fifty-six degrees, east twenty-five perches; thence north one
degree, west ninety perches to the south side of a gully; thence north
thirty-five degrees, east twelve perches; thence north fifteen degrees, west
twelve perches; thence north thirty degrees, west twenty-eight perches to
the beginning.

179. The legal voters of the town of Powellsville who have resided
within the above corporate limits six months preceding the election shall
on the second Tuesday of April, in the year 1908, and every two years
thereafter, on the second Tuesday in April, elect by ballot three persons
to be commissioners of said town, to hold their office for two years from
the date of their election and until their successors are elected and quali-
fied, and the service of said commissioners shall be gratuitous and without
pay.

180. The first election shall be at some convenient place selected by the
judges theerof; that the judges of the election shall be King V. White,
J. W. Wilkins and Isaac W. Perdue. The judges shall give at least ten
days' prior notice of day of election by written or printed notices posted in
prominent places and in the limits of said town; that they shall appoint a.
clerk; that the poles shall be open at 9 o'clock A M. and closed at 3 o'clock
P. M., when the ballots shall be carefully counted and the report filed!
with the Commissioners of said town, and certificates of elections granted
by the judges to the Commissioners so elected, and the future elections shall
be conducted by the judges appointed by the Commissioners of said town,
not inconsistent with the law of this State.

181. The judges of election shall, before proceeding to hold an elec-
tion, take oath before some justice of the peace of Wicomico county to
allow all persons to vote who are qualified (registration shall not be deemed
a necessarv qualification of voters), and to allow none to vote unless quali-
fied.

1908, ch. 337, sec. 6 (p. 1093).

182. If any person elected as Commissioner shall refuse to serve as
such, or his place shall become vacant by death, resignation, disqualifica-
tion or otherwise, the remaining Commissioners shall at the request of ten
citizens, call an election to fill his place, or if no such request is made
within ten days after public notice is given of such vacancy, the remaining
Commissioners may fill his place from among the qualified voters of the
town.

183. Each Commissioner, before he acts as such, shall make oath before
some justice of the peace that he will diligently and faithfully, to the best
