day in April, shall be entitled to register as qualified voters of Delmar
and shall on the second Tuesday in April, 1929, elect three persons to be
Commissioners of said town, and on the same day every two years there-
after elect by ballot three persons as Commissioners, and said Commis-
sioners shall be entitled to receive the sum of Twenty-five Dollars ($25.00)
each per year for their services.

37. It shall be the duty of the Commissioners of Delmar on or before
the first Monday in March, 1929, and every two years thereafter, to ap-
point three resident and qualified voters of said town as Registrars of
voters therein. The Registrars so appointed shall qualify within five days
after their appointment, and shall before entering upon the discharge of
their duties make oath in due form of law before some Justice of the
Peace of Wicomico County that they severally will fairly, faithfully and
honestly perform their duties as such Registrars, and on the failure of any
such Registrar to serve or qualify, said Commissioners shall appoint some
other person duly qualified as a substitute, and such substitute, after hav-
ing taken the aforesaid oath, shall hold the office for the unexpired term.
The Commissioners of Delmar shall furnish such Registrars with suit-
able books in which to register voters according to the provisions of this
Act, and shall furnish a place where said Registrars shall sit for the dis-
charge of their duties. The Registrars shall give at least one week's notice
in some newspaper published in said town of the time as hereinafter speci-
fied, and place of the sitting of the Registrars for the purpose of registra-
tion. There shall be a registration of the qualified voters of the Town of
Delmar on the fourth Tuesday in March and the first Tuesday in April,
1929, and on the same dates, each and every two years thereafter, at which
times said Registrars shall sit for the performance of their duties. The
said Registrars shall sit from eight o'clock A. M. until six o'clock P. M.,
and shall record upon the registration books the names of all persons who
are qualified voters of the Town of Delmar under the provisions of this
Act, and shall strike from said books the names of all deceased persons
and all persons who are not qualified voters under the provisions of this
Act. Any person who shall have removed from the corporate limits of the
said town and remained absent for a period of six consecutive months
prior to registration days shall not be a qualified voter in said town. When
the Registrars shall complete their duties, they shall return the registra-
tion books to the Clerk of the Commissioners of Delmar, together with
the names of any and all persons who shall have been refused registra-
tion by them. If anyone shall feel aggrieved by the action of the Regis-
trars in refusing to register or strike off the name of any person or by
any other action, such person feeling aggrieved may appeal to the Com-
missioners of Delmar, the decision of the majority of whom shall be final.
