WASHINGTON COUNTY. 4925

to repair or remove or cause to be repaired or removed, at the cost of the
owner, any house, structure or object that may be dangerous to persons
passing along or over any highway or that may be peculiarly liable to
take fire; to make reasonable regulations in regard to building or repair-
ing the same; to make and establish grades upon the streets, alleys or
highways; to cause the sidewalks and gutters along the streets and high-
ways to be graded, paved or improved at the cost of the abutting property
or the owner thereof, to cause curbs to be set at the cost of the abutting
property or the owner thereof; to compel by fine or otherwise the owner
or proprietor of any lot to pave or repave the sidewalks or footways; to
cause the water courses and drains to be kept in repair and clean, or to
have the same repaired, cleaned, widened or deepened whenever necessary,
in their judgment, at the cost of the property through which they may
pass, or of the owner thereof; to suppress vagrancy; to prohibit or restrain
the keeping of houses of ill-fame within the corporate limits, and to pro-
vide for the punishment of keepers or maintainers of such houses; to regu-
late and provide for issuing licenses and permits for vending wares or
merchandise within the town limits, and for issuing licenses and permits
for hawking or peddling wares or merchandise upon the streets or high-
ways or from house to house; to issue licenses to any and all persons enter-
ing into or beginning transient business in the town for the sale of any
goods, wares or merchandise; to regulate and provide for the issuing of
licenses to all traveling persons who dispense medicines or medical advice;
to license or issue permits to all players or showmen exhibiting within the
town and to regulate and restrain all public amusements in said town; to
regulate licenses and tax all hotels, restaurants and saloons and all other
places where malt, spirituous, vinous or fermented liquors are sold, and
no license for the manufacture or sale of such liquors shall be issued for
a less sum than fifteen dollars not more than one hundred and fifty dol-
lars ; to regulate, license and tax all hackney carriages, omnibuses or other
vehicles used for the carriage of passengers, freight or merchandise, or
ply for hire; to levy a tax and impose a license upon dogs; to regulate
and license auctioneers who cry public sales within the corporate limits;
provided, that no greater sum than twenty-five dollars be charged for any
one license, except in cases of the manufacture and sale of liquors afore-
said ; to provide penalties for obstructing any officer of the corporation or
any member of the Burgess and Commissioners in the performance of his
duty; to provide for the codification of all the town ordinances which
have or may be passed, and for the purpose of carrying out the aforegoing
powers and for the preservation of the cleanliness, health, peace and good
order of the community, and to protect the lives and property of the citi-
zens; to suppress and abate all nuisances within the corporate and sani-
tary limits of the town, they may pass all ordinances or by-laws they may
deem necessary, and to insure the observance of said ordinances or by-laws
they may affix thereto such reasonable fines, not exceeding twenty dollars
in any one case, as to them may appear right.
