week by the President and the Clerk of the said Board of County Com-
missioners. They shall also keep books showing in detail the expenditures
of moneys from the General Road and Bridge Fund and from the fund
of each election District of the County on account of the roads and bridges
thereof and by which books the condition of the General Road and Bridge
Fund and the several district funds may be readily seen at any time, all
of which said books and records shall be open to the inspection of any
taxpayer of the County. Whenever the amount of money levied and col-
lected in any fiscal year, from any District, shall be less than One Thou-
sand Dollars ($1,000) the County Commissioners may, at their discre-
tion, keep the account for such District in the same account with the ac-
count of any adjoining or other District. They shall annually compile
statistics relating to the public roads of Washington County and cause the
same to be printed or published in one or more of the County newspapers.
All maps, plans and statistics collected and compiled under their direc-
tions shall be preserved in their office and all contracts, agreements, grants
and licenses made or entered into by the County Commissioners shall be
recorded in books kept for that purpose, which shall always be open to
the inspection of the public; the original copies of all reports to the Coun-
ty Commissioners and other papers not recorded shall be preserved in the
office. Copies of such contracts, agreements, grants and licenses recorded
as aforesaid and of the records of the proceedings of the said County Com-
missioners, when duly certified by the Clerk and the President of the said
County Commissioners shall be accepted as evidence in all Courts of this
State. Said County Commissioners shall make all necessary rules and
regulations, which shall have the force and effect as laws, governing the
time and method of paying for labor engaged on the county roads, the
making of the payroll by the Road Engineer, the books of accounts to be
kept by him and the said County Commissioners may by their said rules
and regulations require any person employed by the said Road Engineer
to give bond conditioned upon the faithful discharge of their duties in
such penalty as may be prescribed therein, and the further power to alter,
repeal, modify and change said rules and regulations as they may see fit.
All books and accounts in the office of the Road Engineer and in the office
of the County Commissioners shall be open to inspection by any taxpayer
of the County. All office expenses, costs of books, necessary filing devices
and stationery shall be paid out of the General Road and Bridge Fund as
hereinafter provided.

714. The County Commissioners of Washington County may, at their
discretion, have sign posts placed at road crossings or intersections desig-
nating the distance to the nearest prominent point and may give suitable
names to the County roads and change the same as they may see fit. It
shall be the duty of the County Commissioners to foster public interest
in the public roads, and, to this end encourage the formation of road im-
provement associations and to hold not less than four public meetings in
