quired to cut down and remove from and along such roads and highways
all briars, undergrowth, bushes and weeds on or before the fifteenth day
of July in each and every year, and upon failure of any such land owner
to comply with the provisions of this Act, the County Commissioners of
Washington County shall, at the expense of said county, have such briars,
undergrowth, bushes and weeds cut and removed, and for so doing the
said County Commissioners shall be reimbursed all costs and reasonable
expenses necessarily incurred, to be recovered from the party or parties
so delaying or refusing to cut and remove such briars, undergrowth, bushes
and weeds in the same manner as debts of like amounts are recoverable.

709. Upon refusal or neglect of such person to comply with the orders
of the said commissioners within ninety days from the date of said notice
as returned by the sheriff, he shall be deemed guilty of a misdemeanor,
and after presentment and indictment by a grand jury, upon conviction
thereof, shall be fined the sum of five dollars per day for each and every
day that said fence or other obstruction shall remain after the expiration
of ninety days from the date of the giving of said notice, together with
all costs incurred; the said fine to be recovered in the manner provided
by law for the recovery of fines, penalties and forfeitures, and to be paid
to the said county commissioners for the use of the roads of said county.

710. All fines imposed in such cases shall be appropriated to repairing
such damages and improving the road, and shall be paid to and accounted
for by the supervisor.

711. The county commissioners shall have power to construct any road,
hereafter to be opened for the use of the public, less than thirty feet wide;
provided, that in the judgment of the examiners such width will be suffi-
cient for the public use.

712. The County Commissioners of Washington County, in addition
to their other powers and duties under the law, shall have charge and con-
trol over all the county roads, streets, alleys, highways and bridges and
all matters pertaining thereto, in accordance with the provisions of this
Act as in the succeeding sections hereof mentioned.

713. The said County Commissioners shall meet once each week at the
office of the County Commissioners of Washington County and may hold
such other meetings as the proper discharge of their duties may require.
They shall keep a journal of proceedings in which shall be entered all of
their proceedings in detail, the correctness of the same to be attested each
