425. For the purpose of carrying out the provisions of the Act, the
said Sanitary District, and every new Sanitary District created hereafter,
shall be under the jurisdiction of a commission of three educated persons,
who shall reside within a Sanitary District and be resident taxpayers of
Anne Arundel County, and qualified voters thereof. The term of each of
the three members shall be three years, and until their successors are ap-
pointed and have qualified. The three members now constituting the Com-
mission shall hold office until the expiration of the terms for which they
were respectively appointed. As the term of each of the Commissioners
now serving expires, his successor shall be appointed by the Board of
County Commissioners of Anne Arundel County.
The Commission shall elect one of its members as chairman, and shall
appoint, discharge at pleasure and fix the compensation of a secretary-
treasurer; a chief engineer, and such engineering, legal, clerical and other
personnel and help, as from time to time the Commission may deem neces-
sary to carry out the provisions of this Act; and the County Road Engi-
neer of Anne Arundel County shall be eligible to serve as chief engineer
at a reasonable compensation. The annual salary of each of said Com-
missioners shall be $300.00 payable monthly. The secretary-treasurer ap-
pointed by the Commission shall be the collector of all charges and assess-
ments made by the Commission, and shall receive and account for all
moneys which shall be due and payable to said Commission from any
source whatsoever.
The person appointed by the Commission as secretary-treasurer shall
give bond to the State of Maryland to the amount of twenty-five thousand
dollars, with good and sufficient surety to be approved by the chairman of
the Commission, with the condition "that if the above bounden.........
shall well and faithfully execute his office and shall account to the said
Commission for all and several the moneys which he shall receive for
account of the Commission, or be answerable for by law, at such time as
the law shall direct, then the said obligation to be void, otherwise to be
and remain in full force and effect." The said bond when approved shall
be recorded in the office of the Clerk of the Circuit Court for Anne Arun-
del County; and the person so appointed, before entering upon the duties
of his office, shall take an oath before the Clerk of the Circuit Court for
said county, in form similar to that taken by collectors of taxes, except
as to title of office. All checks issued by said Commission shall be coun-
tersigned by the chairman.
The said Commission shall semi-annually make a report to the County
Commissioners of Anne Arundel County of all work which it has accom-
plished, and a full, true and itemized account under oath of its receipts
and expenditures; but prior to the submission of said report to the County
Commissioners the account shall be audited by a certified public account
ant, to be employed and paid by the Commission.
