the proceedings in all such cases, setting forth the fine or imprisonment
imposed and the amount of costs, and he shall submit said docket to the
inspection of any person who may request to see the same, and upon de-
mand of any person interested, shall deliver a copy of any judgment ren-
dered by him; he shall make quarterly reports to the Burgess and Com-
missioners of the fines collected by him, and duly account for and pay
over the same.

604. From any judgment rendered by the Burgess, as the police jus-
tice, in the enforcement of any of the ordinances of the town, and* appeal
shall lie by the person aggrieved to the Circuit Court for Washington
county; provided, the appeal is taken within three days after the render-
ing of the judgment; and provided the person aggrieved shall enter into
good and sufficient bond for the faithful prosecution of the appeal and for
the payment of all costs in the case the judgment be affirmed, but no ap-
peal shall stay process or execution upon judgment., unless the bond be
given as also provided.

605. The Burgess and Commissioners of Keedysville, for the enforce-
ment of the ordinances of the town and the preservation of its peace and
good order, are hereby authorized to appoint a bailiff, which bailiff shall
have all the powers of a constable, and any person resisting a bailiff in the
discharge of his duty shall be liable, upon conviction, to punishment in
the same manner and to the same extent as if he had resisted a constable,
and any bailiff so appointed, who shall be guilty of official misconduct shall
be proceeded against by presentment and indictment in the Circuit Court
for Washington county, and if found guilty shall be fined or imprisoned,
or both, in the discretion of the court. He shall receive for his services
the same fees as are allowed by law to constables for similar services, or
he shall receive a salary not exceeding twenty ($20.00) dollars per annum,
in the discretion of the said Burgess and Commissioners.

606. The Burgess and Commissioners are hereby vested with power
and authority to grant the use of the streets, alleys and highways of the
town to any railway company, the motive power whereof shall be either
horse, steam or electricity, and to prescribe the terms and conditions upon
which such use shall be allowed; provided said grant, franchise or contract
be ratified by the qualified voters of said town as hereinafter provided.

607. The said Burgess and Commissioners are hereby authorized and
empowered to enter into any contract or contracts with any person or per-
sons, corporation or corporations, for the purpose of securing lighting by
