of ground leased to it; that the exhibition halls of the museum shall on
at least four days each week and all legal holidays be kept open and acces-
sible to the public free of charge during such hours as may be convenient
and suitable to the public, but not less than a total of five hours during
each such day, and under such rules and regulations as the Trustees of
the museum shall from time to time prescribe; that the City shall have
police power in and through the museum premises at all times, although
the museum shall have exclusive power to appoint and remove museum
employees; that the agreement may be cancelled by mutual consent of the
parties thereto; and that the annual rental for the said parcel of ground
shall be the sum of One Dollar ($1.00) per year and that the lease shall
extend so long as the museum observes the terms of the contract between
the said The Washington County Museum of Fine Arts and the Mayor
and Council of Hagerstown.

411. The said Mayor and Council of Hagerstown are hereby author-
ized and empowered in their discretion to enter into contracts with the
said The Washington County Museum of Fine Arts to contribute not
more than a total of five thousand dollars per annum for the care and
maintenance of the said The Washington County Museum of Fine Arts.

412. The said Mayor and Council of Hagerstown are hereby author-
ized and empowered, in their discretion, to levy and collect annually, on
the assessable property of said Hagerstown, a sum of money sufficient to
meet the obligations that may be incurred by the said Mayor and Council
of Hagerstown, under the provisions of the aforegoing section.

413. The Mayor and Council of Hagerstown are hereby authorized
and directed, in their discretion, to enter into a contract with "The Wash-
ington County Hospital Association" whereby they shall contract to con-
tribute annually in perpetuity a sum of one thousand ($1,000) dollars
per annum for the care and maintenance of the hospital under the con-
trol and direction of the said "The Washington County Hospital Asso-
ciation."

414. For the purpose of carrying out the obligations which may be
incurred under the provisions of the aforegoing section, that the said
Mayor and Council of Hagerstown be and they are hereby authorized and
directed in their discretion, to levy and collect annually in perpetuity on
the assessable property of said town, a sum of money sufficient to meet
the obligation to be incurred by the said Mayor and Council of Hagers-
town under the provisions of the aforegoing section.
